Totally Joined For Achieving Collaborative Techniques (TJFACT) is seeking a Senior Budget Analyst to support the DoS INL/SOA/AC office in Washington, DC. The role focuses on budget development, out-year planning, and pre-obligation reporting for INCLE funds.

The position requires a U.S. citizen with a Bachelor’s degree and substantial GS-12+ level experience, plus strong MS Office skills and financial management expertise.

Qualifications

• U.S. Citizen required.
• Bachelor’s degree with 2–10 years’ experience at GS-12 or higher (or Associate’s with 12+ years at GS-12+).
• Proficient in Microsoft Office Suite; strong multi‑tasking and organizational skills.

Responsibilities

• Lead budget planning and advisement for foreign assistance accounts (~$1.4B annually).
• Develop budget justifications, programming memos, and reprogrammings.
• Coordinate with bureau leadership, OMB, and Congress on funding requests and reports.
• Draft and implement budgetary policies, procedures, and instructions for bureau-wide use.
• Prepare responses and briefings for Congressional and OMB reviews.
