The State of Wyoming is seeking a Budget Analyst to support the General Description of budget advice and analysis for departments, the Governor, and the Legislature. The role develops biennial and exception budgets, analyzes revenues and expenditures, and prepares concise reports and recommendations.
Essential functions include reviewing department requests, monitoring payroll and encumbrances, using IBARS and budgeting systems, and presenting conclusions to officials.
Provides budget advice and analysis to help departments, the Governor, and the Legislature in their deliberations on state resource allocations. Develop a biennial standard budget, exception budgets, and final compilation of requested budget; perform budget analysis, preparation, and monitoring including analysis of state statutes, rules, and policies providing the basis for the Governor's budget recommendations and final legislative appropriation. Assist & Analyze and resolve technical budget problems; research and make recommendations on administrative, management and procedural practices; prepare logical, comprehensive, concise reports and correspondence, and presentations of conclusions and recommendations; research thoroughly; review and monitor assigned state department revenues, expenditures, analyze status of monthly payroll transactions, monitor encumbrances from all funding sources and provide state officials, department directors and their staff with estimates, advise and make recommendations based on the analysis of current and future revenue and expenditure trends; be proactive in analysis of problems, causes and development of solutions; establish and maintain effective and cooperative internal and external working relationships; use computer, software packages and related peripheral equipment; prioritize work efficiently; prepare and analyze financial and statistical data; effectively represent the department to other departments, agencies and the public; make effective presentations of conclusions and recommendations orally and in writing.

1-3 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Budget Analyst
