Summary

Goldbelt Apex is seeking a Senior Biomedical and Equipment Inventory/Accountability Technician to support an anticipated requirement for the Naval Medical Research Command (NMRC), Biological Defense Research Directorate (BDRD) at Fort Detrick in Frederick, Maryland.

The technician will provide BioMed/Biosafety/Equipment Inventory and Accountability support services for military medical research, with particular emphasis on medical and research equipment maintenance, scheduled maintenance, inventory, property accountability, equipment acceptance, shipping and receiving, and medical logistics support.

The technician will support the readiness and accountability of biomedical and research equipment by performing preventive maintenance, calibration, electrical safety inspections, equipment inspections, inventory and accountability activities, and required documentation in the Defense Medical Logistics Standard Support (DMLSS) system or designated Medical Logistics Accounting System.

Candidates with current or previous NMRC-Frederick experience, military medical research experience, DMLSS expertise, and familiarity with NAVMED P-5132 are strongly encouraged to apply.

Responsibilities
Essential Job Functions
  • Perform biomedical and medical/research equipment maintenance, inventory, and accountability duties in support of the NMRC mission.
  • Review purchasing packages for new or replacement equipment and provide appropriate technical feedback.
  • Monitor manufacturer and vendor warranties and maintenance agreements entered in DMLSS or the designated Medical Logistics Accounting System.
  • Support inspection and acceptance of medical and research equipment and verify that maintenance services conform to scheduled or requested requirements.
  • Inspect newly acquired medical or dental equipment to ensure compliance with applicable safety standards, manufacturer specifications, and requirements.
  • Inspect, unpack, log, and process inventoried medical and research equipment that is shipped or received.
  • Inspect equipment shipments for damage or defects and appropriately document discrepancies.
  • Provide operator training when new makes or models of equipment are received by the Command.
  • Perform routine scheduled and preventive maintenance in accordance with established maintenance schedules and requirements.
  • Perform systematic servicing, minor repairs, and identification of potential equipment malfunctions.
  • Perform and document Level II scheduled maintenance activities, including inspections, preventive maintenance, calibration, scheduled parts replacement, and applicable performance verification.
  • Document maintenance and repair activities performed in-house or through contracted repair services.
  • Perform electrical safety inspections to verify acceptable equipment performance and support end-user safety.
  • Maintain accurate equipment inventory, accountability, and scheduled maintenance records.
  • Document maintenance procedures performed, measured outputs, and current equipment condition codes.
  • Use appropriate DMLSS noun/verb maintenance codes when scheduling and documenting maintenance actions.
  • Monitor quality assurance and device alert issues and support unscheduled maintenance activities.
  • Enter and maintain required equipment and maintenance information in DMLSS.
  • Enter required data into the DMLSS Service Contract (SC) module, including maintenance history records, contractor information, contract type, cost, contract number, and period of performance, as applicable.
  • Record equipment discrepancies and damage and notify appropriate supervisory and/or purchasing personnel.
  • Deliver medical and research equipment to requesting departments and obtain authorized signatures documenting acceptance.
  • Perform equipment tagging for equipment awaiting disposition or equipment identified as defective and remaining in Government custody.
  • Coordinate with department custodians, the Maintenance Manager, and Equipment Manager/Accountable Property Officer to facilitate DRMO/DLA disposition activities.
  • Perform BMET and Medical/Research Equipment Inventory and Accountability duties in accordance with the most current revision of NAVMED P-5132 and applicable BUMED FY Logistics Guidance.
  • Identify and document equipment that cannot be located and support required monthly reporting to Government personnel and applicable program managers.
  • Support annual equipment inventory activities and associated recurring inventory reporting.
  • Ensure proper care and use of equipment and supplies.
  • Promote continuous improvement in workplace safety and environmental practices.
  • Support preparation of monthly progress reporting, including significant accomplishments, anticipated problems and solutions, Government-furnished property status, deliverable status, and planned activities.
  • Maintain workforce stability, continuity, professionalism, and uninterrupted performance of assigned responsibilities.
  • Perform other duties as assigned in support of contract requirements.
Qualifications
Necessary Skills and Knowledge
  • Strong knowledge of biomedical and medical/research equipment maintenance practices.
  • Knowledge of preventive and scheduled maintenance, inspection, calibration, equipment testing, and electrical safety procedures.
  • Knowledge of medical/research equipment inventory and property accountability processes.
  • Ability to accurately document equipment maintenance, service history, inventory status, and accountability activities.
  • Experience working within established equipment maintenance policies, procedures, technical guidance, and safety requirements.
  • Ability to identify equipment discrepancies, defects, maintenance requirements, and accountability issues.
  • Ability to coordinate effectively with equipment custodians, maintenance personnel, property/accountability personnel, vendors, and Government stakeholders.
  • Strong organizational skills and attention to detail.
  • Effective verbal and written communication skills.
  • Ability to work independently while maintaining appropriate coordination with contractor management and Government stakeholders.
  • Ability to work effectively in a military medical research environment.
Minimum Qualifications
  • Must possess one (1) of the following:
    • Military Biomedical Equipment Technician (BMET) Training Certificate of Completion
    • Medical Equipment Manufacturer's Training Course Certificate of Completion
    • Certified Biomedical Equipment Technician (CBET) certificate.
  • Must have experience interfacing with the military medical research enterprise.
  • Must possess the general technical qualifications and experience necessary to perform biomedical equipment maintenance and medical/research equipment inventory and accountability functions.
  • Must be able to secure SECRET eligibility through a Tier 3/SF-86 background investigation.
  • Must be able to obtain and maintain a Common Access Card (CAC) and satisfy applicable Government installation access requirements.
  • Must be able to successfully complete required occupational health surveys/examinations, which may include:
    • Formaldehyde screening
    • Annual health screening
    • Animal Associated Disease/Non-Human Primate (NHP) screening; and
    • TB screening
  • Ability to travel locally for collaboration, field research, and presentation of findings may be beneficial; local travel is not identified as mandatory.
Preferred Qualifications
  • Current or previous experience supporting NMRC-Frederick, NMRC BDRD, or a closely related Naval Medical Research Command organization.
  • Direct experience supporting biomedical equipment within a Department of Defense military medical research environment.
  • Strong working knowledge of Defense Medical Logistics Standard Support (DMLSS).
  • Experience using the DMLSS maintenance and Service Contract modules.
  • Working knowledge of NAVMED P-5132 and applicable BUMED logistics guidance.
  • Experience performing scheduled and preventive maintenance on medical or research equipment.
  • Experience performing calibration and electrical safety inspections.
  • Experience conducting medical/research equipment inspections and acceptance activities.
  • Experience with medical/research equipment inventory and property accountability.
  • Experience supporting an Accountable Property Officer (APO) or equivalent property accountability function.
  • Experience monitoring equipment warranties, maintenance agreements, and contracted repair services.
  • Experience with medical/research equipment shipping, receiving, tagging, and disposition.
  • Experience coordinating DRMO/DLA disposition activities.
  • Experience identifying, researching, and resolving unable-to-locate equipment and inventory discrepancies.
  • Experience supporting annual equipment inventories.
  • Experience supporting equipment maintenance or inventory backlog reduction and corrective-action initiatives.
  • Familiarity with military medical research operations, stakeholders, processes, and mission requirements.
  • Current or previous CAC and/or favorable DoD background investigation.

The pay range for this position is $39.42 to $47.16 hourly.
