Job summary

MSM Technology seeks a Senior BI Analyst—PMO to support the Department of State with business analysis, requirements management, software testing, QA, documentation, and Agile project coordination. You will gather and document requirements, translate needs into user stories, and help deliver system enhancements with stakeholders and government teams.

The role involves creating test plans, executing tests, documenting defects, and producing reports, training materials, and SOPs.

Qualifications

Bachelor's degree or higher in statistics, CS, math, IT, BA or related.
Min 3 years of experience as a Business Analyst or related role.
Experience gathering, analyzing, documenting, and validating requirements.
Experience developing process flows, functional requirements, user stories, and system enhancements.
Experience supporting software and system testing including UAT.
Experience writing and executing test cases and test scripts.
Experience documenting defects using testing or issue-tracking tools.
Proficiency with MS Word, Excel, PowerPoint, and Visio.
Strong written and verbal communication; Agile/Scrum experience.
DOS and federal government experience preferred.

Responsibilities

Gather, analyze, and document business requirements, process flows, and system enhancements.
Translate business needs into functional requirements, user stories, and acceptance criteria.
Develop and execute test cases for functional, regression, and user acceptance testing.
Document, track, and validate defects and issues using testing tools.
Support QA test planning and coordination with teams and stakeholders.
Prepare functional documentation, reports, SOPs, training materials, presentations, and user guides.
Coordinate with developers and stakeholders to clarify requirements and support delivery.
Participate in Agile/Scrum ceremonies: sprint planning, backlog grooming, estimation, and status updates.
