Blue Cross and Blue Shield of North Carolina is seeking a Sr. Behavioral Health Program Manager for the State Health Plan (SHP).

The role owns the BH portfolio and drives a multi-year roadmap across Utilization Management, Case Management, Care Navigation, and ASD/ABA programs, aligning operations with SHP contracts and MHPAEA goals. The position partners with clinical leadership, compliance, network and vendor teams to improve access, parity, and affordability while delivering measurable

• Experience in program governance and oversight of behavioral health initiatives.
• Ability to lead multi-year roadmaps aligned to contract commitments and corporate strategy.
• Strong collaboration with compliance, legal, analytics, and vendor partners.

Responsibilities

• Own the SHP BH portfolio and multi-year roadmap across UM, CM, Navigation, Appeals, Claims, and Customer Service.
• Lead governance, RAID management, and leadership reporting; maintain SHP BH policies and workflows.
• Monitor ASD/ABA program utilization, spend, and outcomes; support integrated BH navigation and care management.
