State of Maine, Department of Health and Human Services, Augusta, seeks a Senior Auditor to lead audits on the Internal Audit team with supervisory responsibilities. Partial telework is available with management approval.

Minimum qualifications include CPA/CISA/CIA or MBA, or a Bachelor's in Accounting/Business with several years of auditing in government settings. Strong communication and organizational skills are essential.

Qualifications

• CPA, CIA or CISA certification OR MBA or related field and 1 year of accounting/auditing experience.
• Bachelor's Degree in Accounting/Business and 3 years of progressively responsible accounting/auditing experience or 1 year in a government auditing environment with supervisory experience.
• CPA exam eligibility requires 150 semester hours including 15 hours accounting/auditing/ethics and 3 years of accounting/auditing experience.
• Ten years of progressive accounting/auditing experience at the professional level.

Responsibilities

• Monitor all audits of the Department's programs within the Internal Audit team.
• Coordinate with the State Auditor and Controller's Office for timely responses to inquiries.
• Apply GAAP, Uniform Guidance, and GAAS to perform supervisory audit work.
• Mentor and supervise audit staff, interpret regulations, and review staff work papers.
• Assist in annual planning and development of audit schedules and programs.
• Be detail oriented, work independently, and manage multiple priorities.

ABOUT THE POSITION

As a Senior Auditor you will:

• Work on the Internal Audit team monitoring all audits of the Department's programs.
• Work with the State Auditor and the Controller's Office to effectuate timely responses to inquiries and keep the audit process moving.
• Utilize your knowledge of Department programs, the Uniform Guidance, Generally Accepted Accounting Principles and Generally Accepted Auditing Standards to perform professional auditing work of a supervisory and highly independent nature.
• Mentor and provide supervision to audit staff by providing technical support and guidance to other auditors engaged in their audit assignments, by interpreting established department program reimbursement regulations and policies, and by performing staff case reviews.
• Assist Management in the annual planning and implementing of work schedules and work programs for meeting the Division's audit oversight responsibilities.
• Be detail oriented, able to work independently, possess a high level of initiative in the performance of your daily work activities.

MINIMUM QUALIFICATIONS

To qualify, your background must include Certification as a CPA, CIA, or CISA OR a Masters Degree in Business Administration, or related field and one year of accounting or auditing experience;

OR a Bachelors Degree in Accounting, Business Administration, or related field and three years of progressively responsible accounting and auditing experience or one year of directly related auditing experience in a government environment which includes experience as a working supervisor or in an equivalent capacity;

OR meets the requirements to sit for the Certified Public Accountant's Examination (at least 150 semester hours of education, including a minimum 4-year baccalaureate or higher degree conferred by a college or university acceptable to the board, and shall consist of at least 15 hours of accounting, auditing and ethics (which must include at least three hours of auditing and three hours of accounting), and three years of progressively responsible accounting and auditing experience or one year of directly related auditing experience in a government environment which includes experience as a working supervisor or in an equivalent capacity;

OR ten (10) years of practical, progressively responsible accounting or auditing experience at the professional level.

The background of well-qualified candidates will demonstrate the following competencies

• Demonstrated experience in reviewing complex financial records to determine compliance with Uniform Guidance and MAAP regulations.
• Demonstrated ability to research laws, regulations, and highly technical accounting and/or policy issues and offer sound advice to Department Management.
• Demonstrated experience in reviewing audit work papers prepared by junior auditors or CPAs.
• Exceptional communication skills and proficient in Microsoft Office applications.
• Highly organized self-starter capable of using professional judgement, prioritizing responsiveness, and applying analytical thought for problem resolution.
• Ability to be flexible and adjust to business needs while balancing multiple tasks and priorities.
