Job summary

Florida Division of Emergency Management in Tallahassee, FL is seeking a Senior Attorney to join the Office of General Counsel. The role focuses on policy development, contract and procurement drafting, and oversight of DEM rulemaking.

You will review legal agreements, advise bureaus, and ensure compliance with federal and state requirements. The ideal candidate is a Florida Bar member who can provide clear legal counsel, conduct research using Westlaw or LexisNexis, and coordinate cross-agency

Qualifications

• Member of the Florida Bar in good standing.
• Experience drafting policies and procurement documents for state agencies.
• Ability to review and draft contracts and grant agreements.
• Familiarity with administrative rulemaking under chapter 120, Florida Statutes.
• Ability to provide legal counsel and communicate clearly.
• Experience with Westlaw and LexisNexis for legal research.

Responsibilities

• Provide guidance to DEM bureaus on policies and procedures and rulemaking.
• Prepare and review correspondence, summaries, and memoranda.
• Perform legal reviews of agreements including grants and contracts.
• Support compliance with federal and state grant funds.
• Develop and implement monitoring tools for compliance.
• Coordinate with other DEM attorneys on legal matters.
• Travel as necessary to assist DEM response and recovery efforts.
