Office of General Counsel

The Office of General Counsel provides legal counsel to the Commission on all matters under its jurisdiction. It supervises procedural and legal aspects of all cases before the Commission, assists in responding to inquiries from the Legislature, defends Commission orders on appeal, defends Commission rules challenged before the Division of Administrative Hearings, and represents the Commission before state and federal courts. It also offers support for filings and presentations to other agencies, advises on rule promulgation, attends or conducts rulemaking hearings, and reviews procurement contracts. It counsels on personnel, contractual, public records, and other administrative legal matters.

In cases involving evidentiary hearings before the Commission or an Administrative Law Judge, the office conducts discovery, presents staff positions and testimony, cross‑examines witnesses, and prepares recommendations and written Commission orders.

Description of Job Duties

The Senior Attorney will work in the Economic Regulation Section, handling legal work related to ratemaking, certification, and territorial issues in the water, wastewater, electric, and gas industries. The Officer will primarily appear before the Florida Public Service Commission. Applicants must have strong knowledge of the Florida Administrative Procedure Act, the Uniform Rules of Procedures, Florida Civil Procedure, and the Florida Evidence Code. Duties include evaluating issues; conducting complex legal research and applying findings; investigating and discovery; presenting evidence; advocating at hearings orally and in writing; communicating effectively verbally and in writing; and collaborating with a team.

Minimum Qualifications

Admission to the Florida Bar and at least two years of professional experience in the practice of law, legal research, teaching law, or in administrative or judicial meetings.
