The Florida Public Service Commission (FPSC) is committed to making sure that Florida's consumers receive some of their most essential services — electric, natural gas, telephone, water, and wastewater — in a safe, reasonable, and reliable manner. In doing so, the FPSC exercises regulatory authority over utilities in one or more of three key areas: rate base/economic regulation; competitive market oversight; and monitoring of safety, reliability, and service.
The Office of Commission Clerk is the official keeper of the FPSC public records and consists of two sections: the Documents and Case Management Section and the Events and Hearing Reporting Section. The Documents and Case Management Section accepts and processes filings in the Case Management System, maintains the Master Commission Directory of regulated utilities and is responsible for managing and coordinating the establishment of new dockets, issuance of orders and notices to parties and interested persons. The Events and Hearing Reporting Section is responsible for preparation and issuance of Commission Conference Agendas, preparation and filing of official record transcripts and hearing exhibits, maintains the FPSC’s Schedule of Live Events and provides support staff to record events.

Exceptions to this law are provided for former Commission employees who are employed by another agency of State government and those employed by the Commission prior to January 1, 1995.
