Job description

The Senior Assistant Solicitor for Affirmative & Complex Litigation is a newly established position responsible for developing the County's affirmative litigation program, handling affirmative and defensive trials and appeals in both state and federal courts. The role involves working on cases with novel legal issues, constitutional concerns, and public policy reforms, often collaborating with the Office of District Attorney on matters like consumer protection and public safety. The position also entails providing proactive legal advice, prelitigation counseling, and developing innovative litigation strategies to advance the County’s interests.

The Solicitor's Office offers a collaborative environment where attorneys across practice areas work together. The Senior Assistant Solicitor will report to the Chief of Litigation and will be responsible for:

  1. Conducting meetings and providing legal guidance to clients.
  2. Conducting legal research and developing case strategies, including early dispute resolution.
  3. Leading dispute resolution efforts such as mediations.
  4. Drafting pleadings, motions, and briefs, and participating in hearings and trials.
  5. Maintaining case records and providing updates to clients and insurers.
  6. Overseeing outside counsel and collaborating with governmental and private partners.
  7. Developing litigation approaches aligned with policy objectives.
  8. Reviewing contracts, representing the County in real estate transactions, mental health hearings, administrative proceedings, and providing day-to-day legal advice.

Qualifications include:

  • A law degree from an accredited law school and active membership in the Pennsylvania Bar or another state bar with a commitment to becoming a Pennsylvania Bar member.
  • At least 5 years of litigation experience, preferably in complex civil litigation.
  • Strong analytical, negotiation, oral argument, deposition, and trial skills.
  • Ability to work independently, manage multiple priorities, and learn applicable laws quickly.
  • Excellent judgment, critical thinking, and a commitment to diversity, equity, and inclusion.

The physical demands include sitting, standing, walking, and occasional medium-level physical activity. The work environment is typically moderate noise. Reasonable accommodations are available for individuals with disabilities.
