  • Serves as a project leader on highly complex projects providing technical guidance to staff for completing assignments.
  • Writes, debugs, tests, and documents new applications or updates existing programs utilizing Change Management Software.
  • Develops follow-up reports for the monitoring of the systems and the cost projections of programs including the documentation of conceptual, general and detail designs and confers with staff regarding requirements for Bureau of Application Management Systems.
  • Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with course work in computer science or directly related fields.
  • Requires three (3) years of professional experience in Application Services or a related Information Technology field.
Specialized Skills
  • Requires three (3) years of professional experience writing, debugging, testing, and documenting applications within structured Change Management Software and utilizing industry-standard change management tools.

Preferred Qualifications

  • Three (3) years of professional experience leading technical projects within an Information Technology environment, including planning, coordinating work efforts, ensuring quality assurance measures, and providing technical guidance to project teams.
  • Three (3) years of professional experience participating in Agile development environments, including involvement in structured Agile ceremonies and contributing to iterative process improvements.
  • Three (3) years of professional experience applying industry best practices and standards related to software development, quality assurance, secure coding, and modern application lifecycle management.
  • Three (3) years of professional experience developing comprehensive technical documentation, including conceptual, general, and detailed system designs, as well as structured follow-up reports supporting monitoring, cost projections, and ongoing system enhancements.
  • Ability to perform complex systems analysis involving substantial technical research, data interpretation, and the ability to diagnose and resolve intricate system issues in collaboration with cross-functional technical teams.
  • Ability to establish, maintain, and strengthen effective working relationships across diverse teams, including business program areas, technical staff, and management within a multi-agency or governmental environment.
  • Demonstrated verbal and written communication skills with the ability to clearly and accurately present complex technical and programmatic information to management, stakeholders, and both technical and non-technical audiences.
