Description

We are seeking a Senior Analyst to support the Wage and Hour Division’s Branch of Wage Survey (BWS) under the Department of Labor (DOL). The ideal candidate will have expertise in data analysis, compliance, and regulatory reporting, with a strong understanding of prevailing wage laws, including the Davis-Bacon Act (DBA) and McNamara-O’Hara Service Contract Act (SCA). This role involves transcribing, analyzing, and validating wage payment data for federal construction projects to ensure compliance with federal labor laws.

Key Responsibilities:

Data Collection & Analysis:

  1. Review and transcribe certified payroll submissions into a standardized electronic format.
  2. Analyze wage payment data to ensure compliance with 29 CFR Part 1 regulations and DOL policies.
  3. Identify wage trends and discrepancies, flagging duplicate project entries or data inconsistencies.

Regulatory Compliance & Reporting:

  1. Interpret and apply DBA and SCA regulations to collect wage data.
  2. Ensure all transcribed data meets a 98% accuracy standard as per contract performance metrics.
  3. Work with the Program Office and Contracting Officer’s Representative (COR) to provide requested reports.

Stakeholder Communication & Support:

  1. Collaborate with government stakeholders and contracting agencies to resolve wage data discrepancies.
  2. Develop reports, presentations, and data insights for federal agencies and project leads.
  3. Assist in training junior analysts and research assistants on data integrity best practices.

Quality Assurance & Process Improvement:

  1. Develop and maintain a Quality Control Program (QCP) to ensure compliance with performance standards.
  2. Monitor transcription processes to identify and prevent errors, implementing corrective actions as needed.
  3. Lead weekly transition meetings with the government to discuss project status, risks, and mitigation strategies.

Requirements

Required Experience:

  1. 5+ years of experience in data analysis, compliance, or wage survey administration.
  2. Prior work supporting DOL, WHD, or similar regulatory agencies preferred.
  3. Knowledge of DBA, SCA, and federal labor law compliance.
  4. Experience working with large datasets, payroll records, and federal regulatory reporting.

Technical Skills:

  1. Proficiency in Excel, SQL, and data visualization tools (Power BI, Tableau, etc.).
  2. Experience with document management systems and transcription software.
  3. Ability to apply statistical methods for data validation and quality control.

Soft Skills & Work Style:

  1. Strong analytical, problem-solving, and organizational skills.
  2. Excellent written and verbal communication skills.
  3. Ability to work independently in a remote environment while collaborating with federal teams.

Clearance Requirement:

  1. Must be able to obtain a Tier 2 Public Trust Clearance.
  2. Ability to pass a Homeland Security Presidential Directive (HSPD-12) background check.
  3. Remote, with flexibility for on-site collaboration as needed.
  4. Must be available during business hours (8:00 AM – 7:30 PM EST, Mon–Fri).
