Job summary

The State Corporation Commission (SCC) in Virginia is seeking an Energy Regulation Manager to oversee a small team in evaluating proposals from electric, gas, water and sewer utilities. This hybrid role combines in-office collaboration in downtown Richmond with telework.

You will analyze filings, design cost allocations and rate design, draft testimony and policy documents, defend findings at hearings, and support legislative reviews.

Responsibilities

• Manage the review and analysis of utility filings
• Investigate complex electric, gas, water, and sewer utility proposals
• Evaluate cost allocation and rate design in proposals
• Review terms and conditions of service with customers
• Lead and supervise staff on major cases, including testimony and reports
• Develop and present logical conclusions and recommendations
• Document findings in pre-filed testimony and reports
• Defend findings at evidentiary hearings as expert witness
• Draft policy statements and technical documents for the Commission
• Assist in reviewing legislative proposals from the General Assembly
• Attend legislative sessions to answer inquiries or present at committee meetings
