Qualifications

Job description

Position Summary

The Senior Analyst Operations SMS supports the Director of Operations office and is responsible for administering and continuously improving Safety Management System (SMS) related activity. The Senior Analyst will work in close coordination with other departments and stakeholders with an emphasis on Safety Management System (SMS) related work. The Senior Analyst monitors and reports on the implementation of Corrective Action Plans (CAPs) resulting from the Voluntary Disclosure Reporting Program (VDRP), Federal Aviation Administration (FAA) Compliance Action, various FAA notices and other Safety Assurance (SA) inputs resulting from FAA and international regulatory oversight, monitors their progress to completion, and ensures SMS integration therein.

The Senior Analyst critically evaluates corrective action plans and comprehensive fixes for regulatory sufficiency and effectiveness, and recommends acceptance, revision, or escalation.

Essential Responsibilities
  • Administers and maintains the Director of Operations' (DO) SMS in conjunction with the Safety Department.
  • Assists the 14 CFR 119 Director of Operations and workgroup Safety and Regulatory Compliance Manager(s) in investigating apparent violations under the Voluntary Disclosure Reporting Program (VDRP), FAA Compliance Actions (CAs), or other regulatory inquiries; assists in the development, tracking and trending of comprehensive corrective action plans leading to timely closure.
  • Performs quality review of corrective actions and comprehensive fixes to ensure they adequately address identified issues and support acceptance or closure.
  • Establishes and maintains relationship with the Federal Aviation Administration (FAA) and the Certificate Management Office (CMO); acts as a point of contact for the oversight of SMS activity.
  • Manages regulatory SMS related data within the system(s) and database of record, as well as FAA and international regulatory databases and portals.
  • Ensures the accuracy, completeness, and integrity of SMS and regulatory data used for investigations, corrective action management, trend analysis, and leadership reporting; performs data validation, reconciliation, and quality checks as appropriate.
  • Supports the DO Change Management processes including the coordination of corrective/ mitigating action implementation.
  • Reviews safety incidents and regulatory escapes, conducts investigation as required by protocol; performs root cause analysis and hazard/risk identification to assist in the recommendation and establishment of mitigating controls when required.
  • Monitors the implementation and effectiveness of corrective and mitigating controls, identifies gaps or insufficient actions, and coordinates with responsible stakeholders to strengthen actions when necessary to achieve sustained risk reduction and regulatory compliance.
  • Conducts hazard identification and risk assessment exercises for DO activities and initiatives and assists in the development of mitigating controls.
  • Serves as a liaison between organizational regulatory compliance areas, divisional and corporate safety teams and the Director of Operations.
  • Coordinates with stakeholders to ensure continued compliance with FAA and international regulations and guidelines, as well as corporate standard operating procedures as they relate to SMS.
  • Conducts meetings and conference calls internally with key leaders regarding regulatory compliance issues, as well as coordinating and scheduling meetings between JetBlue and the FAA Certificate Management Office (CMO), as required.
  • Prepares and presents factual, analytically supported briefings, reports, and status updates for Operations and Safety Leadership regarding regulatory events, corrective actions, risk, emerging trends, and material issues requiring leadership direction or escalation.
  • Ensures the DO and Safety Leadership are apprised of all identified significant safety issues and trends.
  • Reviews, tracks, analyzes, and trends key performance indicators and related safety and regulatory compliance data.
  • Synthesizes information from investigations, regulatory oversight, audits, assessments, reporting systems, and other Safety Assurance inputs to identify recurring or systemic hazards, trends, control weaknesses, and opportunities for preventive or systemic corrective action.
  • Prepares and distributes recurring summaries of VDRP, SMS, and related regulatory items on a predetermined cadence, highlighting status, key developments, outstanding actions, and matters requiring leadership attention or escalation.
  • Participate in regular meetings with Safety Department Leadership as requested.
  • Performs SMS and regulatory compliance activities under the direction of the Manager Operations SMS and Director of Operations, including supporting the review, evaluation, and disposition of action items, corrective actions, and other Safety Assurance commitments.
  • Other duties as assigned by the Manager Operations SMS, Director of Operations.
Minimum Experience and Qualifications
  • Bachelor's degree in Aviation or a related field; OR demonstrated capability to perform job responsibilities with a combination of a High School Diploma/GED and at least four (4) years of previous relevant work experience.
  • Three (3) years of experience in formal safety management training or prior analyst experience within a commercial air carrier.
  • Working knowledge of 14 CFR Part 5 and Safety Management System (SMS) principles and applications.
  • Working knowledge of regulations and standards governing commercial aviation (International Civil Aviation Organization (ICAO), FAA, National Transportation Safety Board (NTSB), International Air Transport Association (IATA) Operational Safety Audit (IOSA)) and those governing aviation safety, security, environmental, and employee health and safety.
  • Familiarity with risk modeling tools/approaches (Fault tree, fishbone, bowtie, ARMS, risk matrices, etc.).
  • Strong team player with the ability to be flexible, multi-task, prioritize, and manage multiple activities simultaneously in a fast-paced, changing environment and work well independently.
  • Ability to communicate clearly, concisely, logically and coherently at various levels within the organization.
  • High level of organization & attention to detail.
  • Excellent verbal and written communication skills.
  • Knowledge of technology fundamentals and concepts. (Microsoft technologies preferred)
  • Available for frequent overnight travel. (20%)
  • Must be in possession of valid travel documents with the ability to travel in and out of the United States.
  • Must pass a pre-employment drug test.
  • Must be legally eligible to work in the country in which the position is located.
  • Authorization to work in the US is required. This position is not eligible for visa sponsorship.
Preferred Experience and Qualifications
  • Three (3) years' experience in a similar safety or analyst role with a history of implementing change, analysis and trending of discipline-related data, conducting investigations, root cause analysis, or risk assessments.
  • Bachelor's degree in Aviation Safety, Aeronautical Science, Aviation Management, or other related field of study.
  • Experience or training in investigating incidents, quality assurance auditing, internal evaluation, or evaluation of an air carrier's regulatory program.
  • Experience in analyzing safety-related data and identifying and controlling safety risk.
  • Experience preparing safety or regulatory reports, briefings, dashboards, or other analytical products for operational and/or executive leadership.
  • Knowledge of JetBlue's Business Units and Flight Operations disciplines and interdependencies.
  • Experience evaluating corrective action plans, comprehensive fixes, or risk controls for completeness, effectiveness, regulatory sufficiency, and alignment with applicable requirements.

Compensation
  • The base pay range for this position is between $80,000.00 and $132,000.00 per year.
