Job description

Position Summary : The Office of District Planning (ODP) is responsible for the development of district- and borough-based plans that optimize the use of school buildings to advance equity and accelerate learning and instruction. These plans include placement of high-quality schools and programs in available space, grade reconfigurations, re-sittings, and zoning changes. The Senior Analyst of Data Strategy is responsible for developing and implementing policies and plans to optimize the use of space in New York City Department of Education (DOE) schools, providing the infrastructure to ensure that New York City students have access to high-quality options. This work will include overseeing structural changes to schools to maximize the use of school facilities; crafting proposals to reduce overutilization; and designing various strategies to improve the use of school space and implement the Chancellor’s priorities.

Key Relationships : The Senior Analyst of Data Strategy leads data collection, management, integrity, and reporting for the content team assigned for all Bronx and Manhattan schools. The Senior Analyst of Data Strategy will also partner with key stakeholders in other departments, e.g., the Division of School Leadership, Division of Teaching and Learning, Division of Early Childhood Education, Office of Student Enrollment, Office of Space Management, Office of Charter Partnerships, and Special Education Office, as relevant to understand and identify data needs, as well as other city agencies such as the School Construction Authority and the Department of City Planning.

Responsibilities

  • Supports the Senior Director and Chief Executive Officer with all planning related efforts, specifically managing key internal and external relationships with DOE partner office and other city agencies to field requests and communicate time-sensitive information.
  • Assists with managing ongoing assessment of where additional capacity is needed, including working with SCA to identify and assess viability of lease sites.
  • Analyzes impact of new legislation such as the Class Size Bill and models scenarios for DOE to reach compliance.
  • Consults with other offices on District 75 travel analysis and the time and cost of transportation.
  • Supports data analysis related to mayoral and chancellor-led initiatives, such as increasing enrollment across City schools, and prepares briefings and data analyses for Superintendents around these focus areas.
  • Manages cross-functional planning efforts around District 75 and other specialized programming to ensure we can meet demand across the city.
  • Serves as point for press team in generating planning related data as well as for Community Education Councils requesting school and district-level data.
  • Leads the development and implementation of district, borough and citywide policies and plans for structural changes intended to positively impact school performance, families’ access, and choice, learning conditions, and to promote school integration and diversity.
  • Leads the maintenance for the strategic planning, design, development, and enhancement of all management information systems utilized by ODP.
  • Manages the development and review of Educational Impact Statements for all significant changes to school utilization, including the analysis of how proposed structural changes will impact school and neighborhood communities.
  • Supports the development and implementation of rezoning plans and other changes to school structure specifically designed to integrate and diversify NYC schools.
  • Oversees community engagement efforts around planning initiatives.
  • Prioritizes and defines school planning and implementation work in a meaningful and actionable manner.
  • Allocates space and resources to existing high potential district and charter schools to sustain growth and quality.
  • Facilitates process for changing school zoning lines to increase choice and address overcrowding.
  • Serves as a resource for local and state government agencies with an interest in the area of educational opportunities.
  • Collaborates with other relevant city agencies (e.g., City Planning) to share information and best practices, in order to streamline data and resources.
  • Collaborates with OSE and the Division of Early Childhood Education to oversee all needs analyses for Pre-Kindergarten, 3-K, Gifted and Talented (G&T), and other specialized programs citywide, including working through district channels to identify schools where Pre-Kindergarten, 3-K, and / or G&T programs can be established.
  • Manages collaboration with the Division of the Deputy Chancellor of School Leadership to prepare data briefings for Superintendents to facilitate structural changes and interventions to schools.

Qualification Requirements :

Minimum

  • A master’s degree from an accredited college in education, guidance, educational administration and supervision, or a related field and at least two (2) years of full-time satisfactory professional experience in educational program administration, career or occupational program administration, or as a state certified or licensed teacher, one (1) year of which must have been in a supervisory / consultative capacity; or
  • A baccalaureate degree from an accredited college and three (3) years of full-time satisfactory professional experience as described in “1” above; or
  • A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization plus seven (7) years of full-time, satisfactory professional experience as described in “1” above; or
  • A combination of education and / or experience which is equivalent to the requirements in "1," "2," and “3” above. However, all candidates must have at least an approved four-year high school diploma or its educational equivalent as well as the two (2) years of full-time satisfactory professional experience as described in “1” above.

Preferred

  • Ability to conduct data analyses around educational issues.
  • Creative problem-solving skills with the ability to perform independently.
  • Experience with Microsoft SQL and knowledge of SQL tools and management techniques.
  • Excellent organizational and interpersonal skills in dealing with administrative / school-based personnel.
  • Ability to work under pressure and effectively prioritize in a demanding environment.
  • Demonstrated interest and / or experience in education and public policy.
  • 3+ years of experience in data management and analytics.
  • Proficiency in Microsoft Office software applications, e.g., Access, Excel, Word and PowerPoint.

Salary : $103,446 - $120,000

Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
