Job summary

Fresno Housing Authority is seeking an experienced housing programs professional to lead HMIS data analysis and compliance efforts. The role includes training HMIS staff, guiding data-driven decision making, and ensuring HUD reporting requirements are met.

You will develop policies for regulatory compliance, analyze program regulations, and address gaps in procedures to improve service delivery for individuals and families experiencing homelessness.

Qualifications

• Four years of experience in data analytics or information management systems, or similar field.
• One year of supervising or leading teams/projects.
• Bachelor’s degree as stated in the qualifications.

Responsibilities

• Train and supervise HMIS staff; establish objectives and timelines for assignments.
• Compile, extract, analyze, and present HMIS data according to FMCoC policies.
• Create HUD-required reports and deliver comprehensive written and oral presentations to stakeholders.
• Develop or review policies for language clarity and regulatory compliance; analyze program regulations for needed policy changes.
• Identify deficiencies and inconsistencies in procedural manuals.

Job description

Are you an experienced housing programs professional who excels in data analysis, ensures compliance, and is passionate about improving systems that support individuals and families experiencing homelessness? In this role, you will provide training and supervision to HMIS staff, establish objectives, set timelines and expectations for assignments, and monitor progress to ensure successful completion of HMIS-related performance goals and metrics. This position compiles, extracts, analyzes, and presents HMIS data in accordance with applicable FMCoC policies and procedures; creates and submits HUD-required reporting associated with the community homeless response system; prepares and delivers comprehensive written reports and strategic oral presentations to various homeless response system stakeholders to provide key insights and recommendations to decision-makers; develops and reviews policies to ensure language clarity and compliance for implementation; analyzes program regulations to determine the need for policy development or procedure modifications to meet regulatory compliance; selects and recommends appropriate techniques for program compliance and policies; identifies program deficiencies and inconsistencies in the procedural manuals.

Qualified candidates will have an equivalent combination of four years of experience in data analytics, Information Management Systems administration, or a similar field, one year of experience leading or supervising teams and/or projects, and a Bachelor’s degree in Social Sciences, Public Administration, Information Systems, Information Management, or a related field of study. This position also requires possession and maintenance of a valid California Driver's License.
