Job summary

The Kentucky Energy and Environment Cabinet (EEC) is seeking a Senior Business Analyst on a contract basis to support the migration of Microsoft Access databases to a new system. The Senior BA will document processes, data mappings, and migrations, working closely with DBAs, developers, IT support, and business stakeholders to ensure accuracy and data integrity.

Qualifications

• Demonstrated ability to develop clear technical documentation, including architecture diagrams, structured user stories, and formal requirements specifications.
• Experience facilitating requirements gathering workshops with non-technical SMEs.
• Familiarity with Microsoft Access, SQL, and Excel.
• Strong attention to detail and ability to document processes, data mappings, and data integrity checks.
• Ability to analyze data structures, mappings, migration processes, and migration scripts.
• Strong communication and collaboration to translate technical information for business users and stakeholders.
• Adaptability to changing requirements and priorities.

Responsibilities

• Develop step-by-step migration guides, checklists, procedures, and troubleshooting documentation for migrating Access databases to the new system.
• Collaborate with database administrators, developers, IT support, and business stakeholders to gather requirements and ensure technical accuracy.
• Facilitate requirements analysis with technical and non-technical stakeholders.
• Provide strategic leadership and, when needed, lead re-engineering or project management efforts.
• Maintain centralized project documentation repositories and ensure materials remain current post-migration.
• Review and edit technical content for clarity, consistency, and accuracy.
• Monitor migration outcomes and incorporate feedback from end users and stakeholders.
• Develop technical standards, procedures, and policies that meet customer needs.
• Adapt priorities as departmental requirements evolve.
