Qualifications

• 4 years of relevant professional experience and a Bachelor's degree in environmental science, economics, public policy, or a related field required.
• Demonstrated knowledge of environmental policy, climate policy, clean electricity, carbon markets, regulatory policy, or related fields.
• Strong research and analytical skills, including evaluating moderately complex policy or technical information, identifying implications, and developing clear recommendations.
• Demonstrated ability to synthesize and communicate complex technical and policy findings clearly for internal colleagues, external partners, policymakers, and non-technical audiences.
• Proactive with the ability to exercise independent judgment, organize information, evaluate options, and recommend appropriate actions.
• Ability to manage multiple projects, tasks, priorities, and deadlines concurrently with attention to detail.
• Strong interpersonal skills and ability to collaborate with colleagues, consultants, policymakers, and stakeholders.
• Experience preparing policy memos, briefing materials, formal comments, presentations, reports, or other written products for advocacy, regulatory, legislative, or public policy audiences.
• Ability to contribute to project design, coordinate workstreams, track progress, and identify risks or decision points that may affect project outcomes.
• Demonstrated self-awareness, cultural competency and inclusivity, and ability to work with colleagues and stakeholders across cultures and backgrounds.

Responsibilities

• Contribute substantively to the development and refinement of EDF’s clean energy advocacy strategy in key states by identifying policy opportunities, assessing strategic risks, developing analytical recommendations, and helping translate findings into advocacy priorities aligned with EDF’s power sector and economy-wide emission reduction goals.
• Represent EDF, as appropriate, in external forums with coalition partners, regulators, policymakers, and other stakeholders.
• Prepare and deliver policy analysis, talking points, briefing materials, and rapid-response information for internal and external audiences.
• Lead defined in-house research and analysis projects, including policy analysis of proposed regulations and legislation and quantitative research.
• Review and evaluate policies across a range of metrics, including emissions outcomes and economic, health, and equity implications.
• Develop initial conclusions and recommendations, synthesize findings for decision-making, and present analysis to inform EDF’s advocacy.
• Coordinate with external consultants, review consultant work products, and help ensure deliverables are timely, accurate, and useful for campaign needs.
• Partner with Communications colleagues to develop and execute communications strategies that translate complex policy and analytical findings into accessible messages for policymakers, partners, media, and public audiences.
• Participate in advancing EDF's Organizational Effectiveness and Culture (OEC) goals, so people from all backgrounds and experiences feel connected, included, and empowered to address environmental and organizational challenges in ways that align with EDF values.
• Draft and contribute to high-quality policy memos, white papers, formal comments, presentations, op-eds, blog posts, and other public-facing materials that communicate complex technical and policy findings clearly to both expert and non-technical audiences.
• Research and develop actionable recommendations on policy design, including wholesale electricity market design, the use of market mechanisms to facilitate cost-effective decarbonization and improve energy affordability, and strategies to overcome major constraints to sustained clean energy development.
• Track progress against deadlines, prepare correspondence and reports, respond to requests for information, and identify risks, dependencies, or decision points that may affect project progress.
• Communicate and collaborate effectively with EDF colleagues across all levels of the organization.
