The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 176,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 200,000 additional tenants. NYCHA’s mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility.

The Authority is seeking a highly skilled individual to serve as Senior Advisor to the Chief Financial Officer (CFO). The CFO is a key member of the NYCHA executive team tasked with leading the financial planning and analysis, accounting, payroll, risk management, and investment activities of the Authority. The CFO is also responsible for fiscal policy and financial performance of the Authority including the $5+ billion annual operating budget, and the issuance of the annual financial statements for NYCHA and its subsidiaries. The selected candidate will report directly to the CFO and be instrumental in implementing financial strategy, policy directives, and the management of the Finance department.

Candidates should have a strong sense of commitment to public service and public housing, a strong orientation towards building trust with residents and advocates as well as staff, and excellent strategic, analytical, problem-solving, and interpersonal skills. Ideal candidates will also bring familiarity with financial analysis, statistics, complex financial modeling, housing policy, housing operations, along with an ability to build consensus within complex organizations.

Primary Responsibilities

The primary responsibilities of the Senior Advisor to the CFO include, but are not limited to the following:

  • Provide administrative and policy support to the CFO, including managing the office of the CFO, overseeing special projects of critical importance to the department, preparing financial

analyses and presentations, and attending meetings on behalf of the CFO as appropriate.

  • Help assess the organization’s performance against annual and long-term budgetary goals, improve the overall financial health of NYCHA's properties, and support compliance with federal

asset management requirements.

  • Support the management of the annual budget process, including financial planning and analytical support for central office departments, property management staff, and resident leaders as

appropriate.

  • Provide strategic support to implement change management processes, improve organizational infrastructure, and execute business process improvements within the Finance department.
  • Analyze departmental operations; track operational metrics; and make recommendations for enhancements and improved effectiveness at meeting performance goals.
  • Create reports, presentations, memos and dashboards for internal and external stakeholders.
  • Enhance the effective coordination and collaboration among the Finance leadership team and staff. Serve as liaison to other NYCHA departments, representing the Finance department in

internal working groups and committees.

  • Manage and safeguard confidential data, including sensitive business, financial, and personnel information.
  • Perform other related duties incidental to the work listed above.

SPECIAL ASSISTANT TO THE DEPUT - 95725

Minimum Qualifications

  • A master's degree from an accredited college in public administration, business administration, economics, finance,

accounting, management science, operations research, organizational behavior statistics, personnel administration, labor

relations, political science, urban studies, urban planning or a closely related field, and two years of satisfactory full-time

professional experience in one or a combination of the following: working with the budget of a large public or private

concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in

management or methods analysis, operations research, organizational research or program evaluation; in personnel or public

administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment

program planning/administration, labor market research, economic planning, social services program planning/evaluation, or

fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial,

administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in

the areas described above; or

  • A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1"

above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Preferred Skills

  • Master’s Degree in relevant field with a minimum of two years of related work experience experience in senior level or junior management positions in government, nonprofit organizations, or the public sector is strongly preferred. 2. Knowledge of public policy, public administration, urban policy, social policy, and/or housing policy is necessary. 3. Familiarity working with large data sets, statistical analysis, and complex financial modeling. 4. Experience with program management, development of systems or dashboards, and/or the application of public sector best practices to improve program results. 5. A professional team player who can manage multiple tasks simultaneously, using all available resources to ensure assignments are successfully completed with appropriate attention to detail. 6. Ability to work independently to identify issues, build consensus, and resolve problems within a team. 7. Strong interpersonal skills, including the ability to communicate effectively both verbally and written across a variety of audiences and levels of management. 8. Ability to manage and supervise teams to achieve goals. 9. Prior experience implementing government-funded programs is strongly preferred.
