Job summary

CareOregon, Inc. is seeking a Senior Advisor, CCO Procurement to lead enterprise Medicaid procurement and readiness initiatives, guiding growth and retention through strategic, compliant responses.

The role partners with executive leadership and cross-functional teams to ensure timely, high-quality proposals, mitigate risk, and position CareOregon for contract success and long-term growth within Medicaid managed care.

Qualifications

• Minimum 10 years’ relevant experience, including 3 years’ experience leading complex strategic initiatives, programs, projects, or enterprise-wide work efforts.
• Experience developing, managing, writing, editing, coordinating, or supporting responses to government procurements, RFPS/RFAs, or other large-scale competitive procurement opportunities.
• Experience working within healthcare, Medicaid managed care, health insurance, government-sponsored healthcare programs, public sector organizations, or related industries

Responsibilities

• Leads enterprise Medicaid procurement initiatives and oversees end-to-end procurement activities.
• Coordinates and guides cross-functional stakeholders to develop compliant, competitive proposals reflecting organizational capabilities.
• Partners with executive leadership to align Medicaid procurement strategies with goals and regulatory requirements.
• Establishes procurement infrastructure, governance, and proposal repositories to support success.
• Ensures proposal content reflects organizational capabilities, priorities, and contractual commitments.
• Supports readiness reviews, negotiations with state agencies, and transition planning post-award.
• Leads debriefs, lessons learned reviews, and continuous improvement for future readiness capabilities
