Job summary

ANSER in Arlington, VA seeks a Senior Advanced Manufacturing Analyst to support the IBAS program under the Office of the Assistant Secretary of War for Industrial Base Policy. Qualifications

  • Active security clearance at least Secret with ability to obtain Top Secret.
  • Bachelor's degree in Industrial Engineering, Systems Engineering, or related field; Master’s plus 5+ years considered.
  • 10+ years hands-on experience in industrial manufacturing or RDT&E.
  • Experience facilitating a manufacturing production site or product lifecycle management/engineering.
  • Direct hardware development or sustainment experience in U.S. Military Service, Major Command, OSW-level staff, or industry.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint).

  • Analyze advanced manufacturing and expeditionary repair proposals; provide data-driven recommendations.
  • Evaluate project feasibility; identify funding sources and develop implementation strategies.

  • Represent Government interests in meetings; document minutes and action items.
  • Draft briefings, official correspondence, and analytical products for internal/external taskings.

Position Summary:

Analytic Services, Inc. (ANSER) is seeking a Senior Advanced Manufacturing Analyst to support the Industrial Base Analysis and Sustainment (IBAS) program within the Office of the Assistant Secretary of War for Industrial Base Policy (IBP). The IBAS program is dedicated to ensuring that the Department of War is positioned to effectively address industrial base issues and support the National Security Innovation Base. In this key role, you will be part of a high-powered team that researches and analyzes strengths, weaknesses, threats and opportunities within the global defense industrial base, recommends relevant prototyping efforts, crafts relevant acquisition documents, evaluates proposed efforts for technical and programmatic feasibility, monitors program execution, conducts outreach efforts, and completes site visits and strategic communications operations as required.

Day to Day Responsibilities:
  • Serving as a technical and strategic advisor to the Government customer.
  • Actively analyzing advanced manufacturing and expeditionary repair-related project proposals, providing data-driven recommendations on best courses of actions for implementation.
  • Evaluating project feasibility, assessing technical capabilities, identifying potential funding sources, and developing implementation strategies for leadership.
  • Managing schedules and data, coordinating and de-conflicting with mission partners, and providing consistent, detailed oversight of cost, schedule and performance for contract awardees.
  • Represent Government interests in both virtual and in-person meetings, where documentation of meeting minutes and action items.
  • Drafting high-quality briefings, official correspondence, and analytical products in response to internal and external taskings, ensuring information flows seamlessly across a geographically dispersed team.
Required Qualifications:
  • Possess an active Secret security clearance with the ability to obtain and maintain a Top Secret clearance.
  • Bachelor's degree in Industrial Engineering, Systems Engineering, or other related field. Candidates with a Master's with 5+ years of relevant experience will be considered.
  • 10+ years of hands-on experience in industrial manufacturing or research, development, test, and evaluation (RDT&E).
  • Demonstrated experience in either the facilitation of a manufacturing production site and / or product lifecycle management/engineering.
  • Direct experience with hardware development or sustainment gained during employment within a U.S. Military Service, Major Command, OSW-level staff, or an industrial firm
  • Expertise with modern office tools, including the Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint).
Preferred Qualifications:
  • Experience operating within the Office of the Secretary of War (OSW) or a similar senior, strategic-level staff environment.
  • Experience navigating the DoW acquisition lifecycle and the Planning, Programming, Budgeting, and Execution (PPBE) process to identify and mitigate industrial base risks.
  • Expertise in applying sound scientific, program analysis, and systems engineering concepts and methodologies to solve complex advanced manufacturing technical and programmatic challenges.
  • Experience leading the on-site implementation of relevant project plans and ensuring cost, schedule, and performance objectives are met.
  • Professional certification as a Project Management Professional (PMP), Certified Systems Engineering Professional (CSEP) or a recognized equivalent.
  • Certification in Lean Six Sigma (Green Belt or higher) with a track record of driving successful process improvement initiatives.

Full-Time Salary Range for this position:

$119,000 — $172,000 USD
