Job summary

Modern Technology Solutions, Inc. seeks a Senior Acquisitions Program Manager to support the Air Force Rapid Sustainment Office in Beavercreek, Ohio. This on-site role works with RSOs leadership, developing, acquiring, testing, and fielding sustainment technologies.

You will lead strategic messaging, advise on contracting vehicles and execute rapid acquisitions while coordinating with depots, field maintenance, supply chains, and end users.

Qualifications

  • 10+ years of defense acquisitions program management experience.
  • Experience with DoD acquisition processes and FAR/DFARS.
  • U.S. citizenship required.

Responsibilities

  • Initiating & Planning: develop capability roadmaps and strategy.
  • Strategic alignment with RSO mission to improve readiness and reduce lifecycle costs.
  • Evaluate risks and ROI of emerging technologies; apply entrepreneurial mindset.
  • Translate operational requirements into actionable technical specs.
  • Draft SOWs, PWS, and rapid contracting strategies (IDIQs, BAAs, CSOs, OTAs).
  • Conduct technical and programmatic evaluations of proposals and papers.
  • Support design reviews (PDRs, CDRs) and program reviews with stakeholders.
  • Monitor schedule, scope, and budget baselines; ensure stakeholder communication.

Job description

MTSI is seeking a self-motivated and highly qualified Senior Acquisitions Program Manager to support the Air Force Rapid Sustainment Office (RSO) in Beavercreek, Ohio. The RSO leverages new/emerging, mature, and disruptive technologies, such as advanced manufacturing, to dramatically improve USAF readiness and reduce life cycle costs across the sustainment enterprise. It collaborates with industry, academia, and other government agencies to push the bounds of innovation and generate concepts that solve problems at the speed of user need.

The Senior Acquisitions Program Manager will support RSO leadership, program managers, and IPT functional lead(s) in strategic messaging while also performing tactical execution of developing, acquiring, testing, and fielding sustainment technologies. The candidate selected to fill this position will serve as an expert in rapid acquisitions, advising the customer on strategic contracting vehicles such as indefinite delivery, indefinite quantity (IDIQ), 10 USC 4023: Procurement for Experimental Purposes, exigency contracts, and the means to facilitate such vehicles.

This position will be located in Beavercreek, Ohio and is 100% on-site customer support. Travel is estimated to be less than 15%; infrequent travel outside the continental United States (OCONUS) may be required for short durations (1-2 weeks).

Responsibilities:
  • Your essential job functions will include but may not be limited to:
  • Initiating & Planning (Capability Roadmaps & Strategy)
  • Strategic Alignment: Design and maintain strategic capability roadmaps that align with the RSO Charter's mission to improve readiness, reduce lifecycle costs, and accelerate logistics and sustainment technologies
  • Business Acumen & Risk Management: Evaluate business execution risks and return on investment (ROI) of emerging technologies; apply an entrepreneurial mindset to challenge traditional approaches and identify opportunities for technology insertion
  • Technical Requirements: Lead the translation of complex operational requirements from the sustainment enterprise stakeholders (depots, field maintenance, supply chain) into actionable technical specifications
  • Executing (Acquisition and Evaluation)
  • Acquisition & Program Management: Draft comprehensive Statements of Work (SOW), Performance Work Statements (PWS), and acquisition strategies utilizing rapid contracting processes (e.g., IDIQs, BAAs, CSOs, OTAs)
  • Technical Evaluations: Conduct rigorous technical and programmatic evaluations of vendor proposals, technical white papers, and engineering deliverables
  • Design Reviews: Provide program management support to preliminary and critical design reviews (PDRs, CDRs)
  • Monitoring & Controlling (Performance and Stakeholder Management)
  • Program Control: Evaluate financial execution and guide projects through schedule, scope, and budget baselines in accordance with industry-standard project management principles
  • Stakeholder Communication: Serve as the liaison between engineering teams, RSO leadership, contracting officers, and end-users; facilitate technical interchange meetings and quarterly program reviews (PMRs); deliver executive-level briefings, as required
  • Closing (Transition & Sustainment)
  • Operational Transition: Ensure the successful bed-down of mature technologies across the enterprise, determining long-term management strategies, configuration control, and integrated product support elements
Qualifications Required:
  • 10+ years of relevant defense acquisitions program management experience
  • Experience with Department of War acquisition processes and familiarity with FAR/DFARS
  • U.S. citizenship
Education:
  • MBA or master's degree in engineering, logistics, supply chain management, or another related field
  • A bachelor's degree in the same fields and 18+ years of relevant project management experience may be substituted for a master's degree
Even better if you have these desired skills:
  • 5+ years of experience in an Air Force or sister service acquisitions program office
  • Experience with advanced manufacturing (e.g., 3D printing, cold spray, etc.)
  • Experience in rapid acquisition organizations
  • Professional certifications in project management (e.g., PMP) or other related fields
  • Prior experience with aircraft maintenance (organizational level or depot level), logistics management, and/or supply chain management
Clearance Requirements:
  • Must possess an active DoW Secret Clearance with the ability to obtain and maintain a Top Secret clearance
