A leading company in the defense sector is seeking a Senior Acquisition Specialist for project management in cyber capabilities. The role involves coordinating with government program managers on procurement, financial planning, and systems engineering. The ideal candidate will have extensive experience in DOD acquisition and demonstrate strong leadership skills. Education: MS/MA (or a BA/BS plus an additional 4 years of work-related experience)
Outcomes:
The successful candidate is expected to accomplish the following outcomes during the first year in the position:
·Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
·Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
·Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
·Master position tasks within 60 days and exceed requirements within 90 days.
Responsibilities:
The Secretary of the Air Force, Office of Competition (SAF/OC) Concepts, Development and Management Office (SAF/CDM) Cyber Capabilities Support Office (CCSO) is a research and development (R&D) driven technology and development and operational support activity under the cognizance of the United States Air Force (USAF). CCSO develops solutions to hard problems in order to facilitate national success in the Offensive Cyber Operations (OCO) domain. By utilizing a unique blend of technology, intelligence, and operations subject matter experts (SMEs) in a quick reaction capability (QRC) environment, CCSO develops focused capabilities to enable the achievement of Combatant Command (COCOM) mission objectives across all phases of combat.
The Senior Acquisition Specialist supports CCSO across its cyber capabilities’ portfolio with a full range of project management tasks, in coordination with government program managers, to include procurement, financial management and planning, systems engineering, production, security, contracting, and logistics for existing and future programs. The Senior Acquisition Specialist shall support and advise on development and maintenance of all project documentation, and coordination of documentation between functional organizations inside and outside SAF/OC/CDM, to include various executive administrative support tasks in direct support of the cyber community.Specific responsibilities include but are not limited to:
·Develop or provide inputs to key contracting documents to include Statements of Objective, Statements of Work, Performance Work Statements, Contract Data Requirements Lists, Quality Assurance Plans,etc.
·Anticipate and comprehend technical issues related to cyber capability effortsand work with appropriate team members toresolve.
·Support cost estimatingefforts.
·Support technology evaluation, assessment, and market researchefforts.
·Provide ongoing project execution oversight and leadership to include schedule development and monitoring; technical development prioritization, goal setting, and monitoring; technical execution performance monitoring and assessment; resource monitoring and assessment; technical integration planning, scheduling, and implementation; test planning, scheduling, coordination, implementation, and oversight; risk and issue identification and mitigation; and financial execution monitoring.
·Plan, coordinate, and execute regular, ongoing Sprint Reviews and ProjectReviews for projects assigned.
·Document detailed notes from all meetings and action items. Post toappropriate knowledge management and issue tracking tools internal to SAF/OC/CDM(RR#27).
·Provide support to capability roadmap development to include new features, functionality, and integrationpoints.
·Support transition efforts to effectively deliver operations-ready capabilities. Transition support shall include coordination of site deliveries and installations, guidance and oversight of developer deliveries, and support transition engagements to include life cycle sustainment planning fortransition.
Qualifications:
The candidate must have the following qualifications:
·Minimum of ten (10) years of work-related experience.
·Of those 10 years, a minimum of six (6) years conducting DoD acquisition program management.
·Expertise analyzing and developing DoD systems and non-systems program management requirements and acquisition strategies.
·Expertise developing and coordinating DoDI 5000.02 acquisition and sustainment or Services Category (S-CAT) level I through V milestone planning and reporting documentation.
·Ability to work on high-visibility and mission critical taskings independently.
·Exceptional verbal and written communications skills.
The following qualifications are desired:
·PMP or DAWIA equivalent.
·Contracting Officer Representative (COR) experience.
Travel: May be some local travel, less than 10%.
