Job description

Overview

The Senior Acquisition Program Manager will support Air Force Life Cycle Management Center customer at WPAFB, OH. The customer Program Office provides planning and acquisition of cost-effective, long-term critical U.S. Air Force capabilities in an Integrated Product Team structure. The candidate will work side by side with customers and other contractors in the Program Office. Working with the customer, the candidate will also interface with major defense contractors who supply critical defense capabilities. The majority of the work will be performed in the customer workspace. Some travel is expected. Up to 20%.

Responsibilities
  • Duties to be independently executed include but are not limited to:
  • Provide project management, acquisition support of customer development efforts.
  • Perform project manager duties to ensure efficient execution of assigned efforts.
  • Work closely with program managers, lead project engineers, contracts, finance, and program teams.
  • Maintain awareness of day-to-day issues and plan/prepare for significant project events.
  • Assist in the full spectrum of actions required to award contracts and contract modifications to other contractor(s) that may include pre-award documentation, support of source selection activities, and post-award support activities.
  • Review contract deliverables, integrated schedules, technical status reports, and cost performance reports and provide assessments to the Government team.
  • Assist in program office surveillance of prime and subcontractor performance. Assist in determining program progress and communication recommendations to the Government.
  • Assist in the creation and approval of acquisition strategies, program planning and creation, early capability development strategies and project planning, and the transition of program execution to the appropriate Program Executive Officer.
  • Develop and communicate roadmaps for programs and associated technologies and product lines.
  • Develop integration plans and procedures and organize resources to facilitate program transition activities.
  • Assist in milestone planning, tracking, scheduling, briefing preparations, staff coordination, and decision documentation preparation.
  • Assist with identifying and mitigating risks to technology development projects.
  • Participate in working groups and team planning offsites.
  • Establish trusted and influential relationships with customers, suppliers, and other stakeholders.
Required Qualifications
  • 10 years acquisition experience
  • Experience working DoD acquisition programs to include DoD contracting and program management strategies, generation of Justification and Authority (J&A) documents, Acquisition Strategy Plan, CDRLs, as well as assisting with creation of Statement of Objectives and Statement of Work for research and development (R&D) activities.
  • Have experience working on classified and/or special access programs.
  • Be a self-starter, thrive in a dynamic environment, can accomplish high-level tasks independently, is skilled in problem definition, and work well with other team members, members of the Senior Executive Service and senior military officers.
  • Must have strong interpersonal skills, be capable of developing briefings and reports accurately summarizing program performance and addressing key issues for senior DAF and OSD leadership, and other DoD offices.
  • Extensive acquisition and contract management experience, specifically monitoring program execution and integration of complex programs and systems, and applicable Federal Acquisition Regulations.
  • Knowledge of the Air Force Life Cycle Management Center’s framework, directives, and policies.
Education Requirements
  • Bachelor’s degree in Business, Project Management; Engineering, or other military studies related field plus 18 years of relevant experience
  • OR
  • Master’s degree; Business, Project Management; Engineering, or other military studies related field plus 10 years of relevant experience
  • Project management certifications (e.g., DAU, PMP, Agile, or similar) (Desired).
Clearance Requirements
  • Active Top-Secret clearance with SCI and SAP eligibility.
