Senior Acquisition Program Cost Analyst/Estimator (SIOP-2025-23096):
Bowhead seeks an experienced Senior Cost Analyst/Estimator to join our Shipyard Infrastructure Optimization Program (SIOP) team. SIOP is a high priority program expected to be designated as an ACAT Program.
This position will be located at the Washington Navy Yard.
The Shipyard Infrastructure Optimization Program involves the recapitalization and modernization of infrastructure at Pearl Harbor, Puget Sound, Norfolk, and Portsmouth Naval Shipyards, including critical dry dock repairs, facility restoration, equipment replacement, and technology implementation. A key component is the design, development, and management of the SIOP Operations Center (SOC), which will serve as a central hub for information, problem solving, and program tracking.
**Responsibilities**
The Senior Cost Analyst/Estimator will develop, review, and ensure the accuracy and completeness of cost documents such as the Cost Analysis Requirements Description (CARD), Acquisition Program Baselines, and other related documents. The role supports the development of cost models and estimates in line with DoD 5000 Series requirements, collaborating with technical and program teams. The analyst will lead the creation of cost-focused products, resolve disparities with independent estimates, and work in a dynamic environment.
The role includes developing various cost analyses such as Cost Benefit Analysis (CBA), Analysis of Alternatives (AoA), Life Cycle Cost Estimates, and Total Ownership Cost (TOC) Analysis. The analyst will also support acquisition milestones, defend estimates with agencies, and participate in collaborative working groups.
**Qualifications**
- Active DoD security clearance
- Bachelor's Degree (preferably with a Mathematical/Statistical background)
- Relevant certifications (e.g., Certified Defense Financial Manager, PMP, Cost Estimator)
- At least 10 years of experience in cost analysis, financial management, and program analysis within a DoD environment
- Experience with cost estimating software (ACEIT, Crystal Ball)
- Advanced Excel skills
- Strong communication and collaboration skills
**Preferred Skills**
Experience with digital models for estimates, cost estimating best practices, large-scale construction cost estimation, and facility modernization projects.
**Physical Demands**
Must be able to lift up to 20 pounds, stand and walk for extended periods, and perform periodic twisting, bending, and squatting.
**Security Clearance**
Must be able to obtain a Secret clearance; US Citizenship required.
