Job summary

Serco Inc. is seeking an Acquisition & PM Professional III – Cost to provide senior-level expertise in cost estimating, acquisition strategy, and program analysis for DoD, IC, and Federal Civilian programs.

You will advise government leaders, guide modernization, and support investment decisions with lifecycle cost modeling, cloud cost analyses, and data-driven insights. The role emphasizes interaction with senior government executives, engineers, and contractor teams, with responsibilities

Qualifications

• 15+ years of experience supporting federal acquisition, cost estimating, or related disciplines.
• Active DoD Secret Clearance and US citizenship.
• Experience developing and defending life-cycle cost estimates and affordability analyses.
• Experience in technology modernization including software/enterprise IT, cloud, cybersecurity, or AI/ML.
• Proven ability briefing senior leadership with analytical recommendations.
• Willingness to travel up to 25% as needed.

Responsibilities

• Provide senior-level leadership and independent advisory services for large federal programs.
• Develop, evaluate, and review LCCEs, IGCEs, affordability analyses, and cost-benefit studies.
• Support acquisition planning, strategy development, source selections, budgeting, and investment decisions.
• Perform advanced cost estimating and economic analyses for software-intensive systems and cloud environments.
• Conduct benchmarking, market research, and analyses using government and industry data.
• Apply quantitative techniques to assess affordability, risks, and resource needs.
• Support RDT&E activities and modernization throughout the lifecycle.
• Create cloud pricing models and infrastructure cost analyses with cloud providers.
• Prepare executive-level presentations, reports, and acquisition documentation.
• Provide program management support: performance, risk, scheduling, and resource optimization.
• Interface with government customers, primes, and senior executives for reviews and milestones.
• Mentor junior staff and provide technical oversight across teams.
