Responsibilities

  • Maintain and coordinate department accounts, AP/AR, budget transfers, and journal entries.
  • Prepare budgetary and accounting records, reconciliations, and reports.
  • Process invoices, 1099s, and payroll timecards; ensure accuracy and compliance with state requirements.
  • Reconcile bank statements and maintain petty cash; monitor grant expenditures and reimbursements.

Stafford County Government's Finance office is looking for a meticulous and driven professional to join our team! The position performs difficult technical and complex work involving the preparation and/or maintenance of fiscal or related records; does related work as required. Level of independent work is greater than the Accounting Technician. Work is performed under general supervision. Supervision may be exercised over personnel.

The hiring range for this position is from $25.26/hour to $34.74/hour based on experience.

The full salary range for this position is from $25.26/hour to $44.21/hour to provide opportunity for growth and development

  • Maintains and coordinates department accounts, purchase requisitions, and budget transfers; reconciles accounts; prepares budgetary and accounting records and files; processes purchasing, accounts payable, and accounts receivable transactions; develops and posts journal entries; and performs fund reconciliations;
  • Coordinates assigned accounting activities and provides technical support to departments on accounting procedures and financial transactions;
  • Compiles, reviews, and maintains budgetary and other financial data;
  • Posts, checks, balances, and adjusts financial accounts;
  • Reviews invoices; maintains financial, insurance, and statistical records; and prepares reports;
  • Prepares State and Federal grant reports and tracks grant expenditures and reimbursements;
  • Maintains and monitors double-entry bookkeeping systems;
  • Reconciles bank statements and maintains petty cash;
  • Processes 1099s at year end;
  • Files various fiscal transaction documents;
  • Posts budgetary information and prepares budgetary reports;
  • Receives, counts, receipts, records, and deposits funds;
  • Reviews and processes accounts payable and accounts receivable transactions;
  • Prepares requisitions for purchases orders and related correspondence;
  • Maintains and updates payroll, accounts payable, and budgetary information within computerized financial systems;
  • Reviews and processes payroll timecards and related records;
  • Processes unclaimed property in accordance with State requirements; reconciles outstanding checks; coordinates with the Treasury Department; corresponds with payees; and prepares required reports and payments;
  • Maintains and tracks proffer fund activity;
  • Processes voided checks and reissuances during accounts payable process;
  • Maintains files for various fiscal transaction documents;
  • Researches, analyzes, and resolves accounting discrepancies, posting errors, and reconciliation issues;
  • Collates, sorts, and compiles fiscal data in accordance with procedures;
  • May provide informal guidance or training to staff;
  • Performs related tasks as required.
  • Working knowledge of bookkeeping terminology, methods, procedures and practices;
  • Working knowledge of standard office procedures, practices, and equipment;
  • Working knowledge of governmental accounting principles, procedures, practices, and related financial systems, software, and data processing applications;
  • Sound knowledgeofGovernmental Accounting Standards Board (GASB) and Generally Accepted Accounting Principles (GAAP);
  • General knowledge of employment laws;
  • Skill in the use of computers, financial accounting systems, and a variety of standard office equipment;
  • Ability to exercise sound judgment in the performance of duties;
  • Ability to understand and follow oral and written directions;
  • Ability to establish and follow detailed work procedures;
  • Ability to post accounts and to perform mathematical computations with speed and accuracy utilizing computer system;
  • Ability to navigate and operate financial accounting systems and related software;
  • Ability to communicate effectively and establish productive working relationships with co-workers, supervisors, departments, and the public.

Associate degree in Accounting, Finance, or a related field and one (1) year of general office, financial support, accounting, or related experience; or an equivalent combination of education and experience.

Completion of relevant coursework through the Virginia Government Finance Officers' Association (VGFOA), Government Finance Officers Association (GFOA), or a comparable professional training program is required.
