The California Department of Public Health (CDPH) is dedicated to optimizing the health and well-being of the people in California. The Financial Management Division (FMD) is responsible for the preparation, analysis and management of the Department’s budget, maintenance of accounting records and financial data, and acts as the liaison with the Department of Finance (DOF), Legislative Analyst’s Office, Legislative Budget staff, and the federal government on budget and fiscal matters affecting the Department. The Financial Management Division (FMD) provides the accounting and budget support necessary to maintain a financially strong enterprise. The FMD is located in downtown Sacramento in the East End Complex across the street from the beautiful Capitol Park Rose Garden.

Job Description and Duties

This position supports the California Department of Public Health (CDPH) mission and strategic goals by performing advanced accounting duties that require comprehensive understanding of the entire accounting process.

As a unit lead, the incumbent will:

  • Independently process complex invoice payments.
  • Handle the most challenging expenditure corrections and financial transactions within the Financial Information System for California (FI$Cal) automated accounting system.
  • Contribute to continuous process improvements related to CDPH’s financial structure.
  • Support operational efficiency and accuracy within the Invoice Payment Team.

This position works under the general direction of the Accounting Administrator I (Supervisor) of the Invoice Payment Team I.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Payables Experience - Expert in accounts payable (AP), vendor payments, and issue resolution.
  • FI$Cal Experience - Skilled in FI$Cal AP, invoice processing, vendor payments, compliance, and issue resolution.
  • Contract Payment Experience - Expert in contract payments, terms adherence, invoice review, vendor coordination, and dispute resolution.
  • Reconciliation Experience - Skilled in reconciling FI$Cal vendor payments, resolving issues, and streamlining with Excel.
  • Expenditure Correction Experience - Skilled in correcting expenditure errors, data analysis, record maintenance, and policy adherence.
  • Year-End Closing Experience - Skilled in year-end AP closing, log reconciliation, compliance, audit prep, and issue resolution.
  • Prompt Payment Penalty - Skilled in calculating prompt payment penalties, compliance, efficient processing, and issue resolution.

Eligibility Information

If you are new to California State Service, you must take and pass the examination for this classification to be eligible for hire. Current state employees without transfer or list eligibility must also complete and pass the examination for this classification to qualify for this position.

Telework Information

This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.
