WE ARE HIRING: SENIOR ACCOUNTING ASSISTANT
The San Bernardino Superior Court is seeking a skilled and reliable Senior Accounting Assistant to support essential financial operations that help keep the Court running smoothly. This role offers the opportunity to contribute to meaningful public service while working across multiple courthouse locations. This role offers the opportunity to contribute to meaningful public service throughout San Bernardino County and requires frequent travel between courthouse locations to fulfill job-related essential functions of the position.

DEFINITION
Under general supervision, performs a variety of routine to moderately complex accounting support and administrative duties in the preparation, processing, verification and maintenance of financial and accounting documents and records; reconciles cash receipts; verifies accuracy of postings from district courts; verifies proper appropriation of funds to various accounts; prepares change memorandums and other entries for posting receipts; and performs related duties as assigned.
Distinguishing Characteristics
Senior Accounting Assistant is the skilled, advanced-journey level class in this series. Incumbents perform the full range of assigned duties with a significant degree of independence and sound judgment. Incumbents perform routine to moderately complex accounting support functions requiring a detailed knowledge of the court's accounts receivables, accounts payable, and bond and bail processing. Assignments are typically received in general terms, and incumbents are expected to act within the framework of established policies, procedures and objectives. Employees in this class typically report to an Accounting Supervisor and may receive work direction from an Accounting Technician.
Essential Functions
- Enters, post and verifies accounting data into the financial accounting system, spreadsheets and case management system used to sort, retrieve and analyze financial information, compile reports, and perform other financial processes; compiles, generates and distributes required reports; researches transaction history in order to identify problems and errors.
- Maintains accounts related to bail/bond duties; verifies documentation, processes approved requests and issues bail refund checks; maintains and ensures custody of original bonds; completes tax forms on bails; prepares or oversees the preparation of bail demand notices and the processing of fees or bail exonerations; reconciles bail refunds account.
- Counts, audits and verifies daily receipts from district courts, including check, cash and credit card totals; audits and verifies daily deposits; reviews and verifies financial report totals and identifies, researches and corrects errors, within established policies and procedures; may audit district petty cash and cash drawers for accuracy of recordkeeping; performs month-end balancing of assigned general ledger accounts and transactions.
- Follows established procedures to assist in collection and recording of NSF checks received in payment of fines and fees; if directed, sends case for issuance of bench warrant; generates and sends correspondence to customers regarding NSF checks; creates necessary entries for revenue reversal; collects and records monies due; issues receipts for payment; maintains and updates unredeemed NSF log; closes cases when collection activities are complete; distributes monies collected to different agencies in accordance with stated policies/procedures.
- Ensures monies paid or received are posted correctly to a variety of accounts, which results in revenue distribution to cities, the state, the county, various law enforcement agencies and others; applies distribution-related laws and legislation to correctly distribute funds; identifies and corrects case management and financial system for distribution errors.
- Reviews for accuracy and processes payments of vendor invoices, accounts payable check requests and expense reimbursements in accordance with court policies and procedures; verifies required approvals and use of correct account numbers; advises departments on errors in codes or payment methods.
- Processes entries to correctly distribute trust monies; prepares trust transfers and/or refund checks; receives, reviews and logs court orders and attorney or party documents authorizing deposit and/or disbursement of trust monies; confirms required court authorization for receipt and/or disbursement of trust funds.
- Responds to questions regarding invoices, purchase orders, payment policies/procedures, the status of specific billing and payments, funds on deposit with the court, the status of claims and program funding and reimbursements; works with departments and employees to resolve issues regarding the application of court policy.
- Maintains required files and records; attends meetings; participates in court training.
- Performs other duties as assigned.
Minimum Qualifications
Graduation from high school and at least five (5) years of experience in financial or statistical recordkeeping duties in a governmental or public court environment; or an equivalent combination of education, training and experience.
Knowledge of:
- State, local and court codes, rules, procedures and legal terminology applicable to areas of responsibility, which includes one or more of the following: cash receipting, accounts receivable, accounts payable claims and court reporter fees processing, basic trust or grants accounting, and related financial transactions;
- Operations of the court's various financial systems and case management systems;
- Basic bookkeeping and elementary accounting practices and procedures;
- Records management, recordkeeping, filing and basic purchasing practices and procedures;
- Customer service practices and telephone etiquette;
- Uses and operations of computers, standard business software and specialized database and spreadsheet applications;
- Correct English usage, including spelling, grammar and punctuation;
- Safety policies and safe work practices applicable to the work.

SUPPORT SERVICES BENEFIT GROUP
The San Bernardino Superior Court offers a range of benefit programs for employees and their eligible dependents. Programs and benefit amounts vary and are based on bargaining unit, family size, hire date, plan selection, and number of hours worked. A summary of benefits is provided below.
Health and Welfare Benefits
- MEDICAL: The Court offers a variety of comprehensive health plan options to fit individual employee needs. The Court contributes up to $225.00 in benefit plan dollars each pay period to help full-time employees pay for health premiums. In addition, the health plan subsidy the court contributes toward the employee cost is 59% to 61% based on plan selection and level of coverage.
- DENTAL: The dental subsidy is equivalent to 100% of the employee only DPPO coverage plan (but not less than twenty-three dollars and two cents {$23.02} per pay period.)
- VISION: Court-paid plan for employees. No co-pay/deductible for eye exams; frames and standard lenses or contact lenses (in lieu of standard lenses) every twelve (12) months.
- SHORT-TERM DISABILITY: Court-subsidized benefit that provides partial income replacement in the event that an employee is unable to work due to a non-work related disability.
- LIFE INSURANCE: Court-paid basic life insurance benefit of $35,000. Additional supplemental life and AD&D insurance benefits may be purchased voluntarily.
- MEDICAL REIMBURSEMENT ACCOUNT: Flexible Spending Account (FSA) that helps participating employees lower their taxable income. Under this plan, employees elect to set aside pre-tax money each pay period to pay for eligible out-of-pocket medical expenses for themselves and their eligible dependents that are not paid by insurance or reimbursed by any other benefit plan.
- DEPENDENT CARE ASSISTANCE PLAN: This is a type of Flexible Spending Account (FSA) that helps participating eligible employees lower their taxable income. Under this plan, employees may set aside pre-tax dollars to pay for qualified childcare or dependent care expenses that are necessary for the employee and/or spouse to continue working.
Leave Allowances
- VACATION: After completion of the requisite hours of continuous service (based on the bargaining unit), employees are eligible to use accrued vacation allowance. Depending on length of service, employees may accrue from 80 to 176 hours annually.
- HOLIDAY: Fourteen (14) paid recognized holidays and the accrual of two (2) floating holidays annually.
- SICK LEAVE: Employees in regular positions accrue approximately 3.39 hours of sick leave per pay period to use during instances of authorized absence due to illness, injury, or medically related appointments.
- BEREAVEMENT LEAVE: ALL employees are eligible to receive a maximum of thirty- two (32) hours of paid leave per occurrence for bereavement leave due to the death of a person in the immediate family.
Retirement and Deferred Compensation Plans
- RETIREMENT: The Court is a 1937 Act employer. The Court does not pay into the Social Security system; however, it does contribute to Medicare. Retirement benefits subject to change.
- DEFERRED COMPENSATION: Employees are eligible to participate in the Court's 457 Deferred Compensation Plan. This is the supplemental retirement plan that permits employees to defer a certain portion of their pre or post tax salary, within certain Internal Revenue Service (IRS) limits, to an account maintained by an investment service provider. Participating employees in the pre-tax option postpone paying taxes on the deferred portion of their income.
Additional Benefits
- TUITION BENEFIT: Employees with at least twelve (12) months of service will be allowed a maximum of $600.00 each fiscal year. These monies may be used for job related education or career development, book fees or to reimburse membership dues in professional organizations.
- CAR ALLOWANCE: Use of Court Vehicle.
- COMMUTER SERVICES: This program assists with providing information on carpools, rideshare matching, and public transportation options. The Court offers incentives for employees eligible to participating in Ridesharing activities.
FLEXIBLE WORK SCHEDULE
The Court recognizes the importance of work/life balance. Employees may request alternative work scheduling or flexible work schedules when classifications meet the requirements.
