Job summary

Mtsi Va is seeking a seasoned security professional to support the DoD Anti-Tamper Executive Agent Field Program Office (ATEA FPO) with SAP/SCI security expertise. You will advise the Government SAP Security Officer (GSSO), develop and implement security policies, and prepare determination packages for approvals and SOPs.

Job description

Personnel performing in this position are experienced and motivated security professionals with the necessary skills to support the DoD Anti-Tamper Executive Agent Field Program Office (ATEA FPO) by independently providing multi-discipline SAP/SCI security support, serving as a trusted advisor to the Government SAP Security Officer (GSSO) and executing the following: Security Support SME for assigned programs and activities, providing expert recommendations, technical analysis, and decision-support to facilitate GSSO approvals, authorizations, and official security determinations. Assist the GSSO in developing, standardizing, and implementing comprehensive security policies and procedures for classified operations. Provide expert guidance and technical assistance to unit personnel and program leadership in accordance with program directives, Security Classification Guides (SCG), 32 CFR Part 117 (NISPOM), DoDM 5205.07 series regulations, Intelligence Community Directives (ICD), and applicable Department of Defense guidance. Develop critical security deliverables and draft determination packages for GSSO evaluation and approval, including National Interest Determinations (NIDs), Standard Operating Procedures (SOPs), Emergency Action Plans (EAPs), security plans, and facility accreditation packages. Review, process, and edit security documentation such as Facility Accreditations, Test Plans, DD Form 254s, OPSEC plans, and specialized reports to ensure strict compliance with applicable security standards. Design and implement tailored SAP/SCI security education and training programs to meet unit-specific requirements, conducting initial, refresher, and supplemental security briefings with comprehensive documentation and maintaining training records to ensure personnel certification compliance. Review, validate, and periodically initiate Program Access Requests (PARs), utilizing JADE and DISS, and provide recommendations to the GSSO regarding access eligibility and approval packages. Collaborate with Directorate security teams to ensure the organization maintains personnel security compliance. Provide direct support to the Program Element Monitor (PEM) for program oversight activities, manage SAP indoctrination updates, and support SAP Enterprise Reform (SER) initiatives while developing comprehensive program disestablishment plans for GSSO review and execution. Collaborate with Subject Matter Experts (SMEs) to resolve classification discrepancies and actively participate in steering committee and working group meetings to support organizational objectives and ensure seamless program execution. Supervise and mentor a seven-member MTSI Security and IA/IT team.

ROLE AND RESPONSIBILITIES*

• Plan, organize, and coordinate Special Access Program (SAP) security support for assigned directorate programs/activities, associated facilities, and acquisition program systems supporting advanced/special programs and SCI material at contractor and government locations.
• Serve as the primary contractor advisor to the GSSO, evaluating program compliance, assessing security risks, and preparing actionable recommendations for GSSO formal approvals, risk acceptances, and program determinations as defined in AF and DoD guidance.
• Ensure the protection and safeguarding of SAP and SCI activities across the all disciplines Provide comprehensive security support and oversight assistance for all unit SAP/SCI activities.
• Responsibilities include drafting security policy and guidance for classified operations, advising the GSSO on program security posture, and providing operational guidance to unit personnel in accordance with program directives and Security Classification Guides (SCGs).
• Advise unit personnel and leadership on current personnel security policies and procedures for obtaining and maintaining SAP/SCI access.
• Assist in managing SAP access quotas, track eligibility workflows, and maintain verified program access rosters for GSSO validation.
• Oversaw the proper preparation, receipt, dispatch, and tracking of classified packages.
• Ensure secure transmission and protection of classified materials, contractor proprietary data, and sensitive information via classified networks and secure communications systems.
• Support physical security operations for unit classified facilities, including entry control oversight, badge administration, meeting roster verification, conducting entry/exit inspections, and enforcing prohibited item policies.
• Assist in identifying OPSEC indicators, vulnerabilities, and countermeasures to protect classified operations, programs, and critical program information.
• Support the development, implementation, and assessment of OPSEC plans, ensuring personnel remain informed of current threat profiles and unit security posture.
• Support the development and administration of tailored SAP/SCI security education and awareness programs.
• Develop and conduct initial, refresher, and event-driven briefings, maintaining meticulous compliance records.
• Open and close Special Compartmented Information Facilities (SCIFs), conduct end-of-day security checks, maintain combination locks/access codes, and participate in after-hours alarm response under AF and DoD requirements.
• Under the oversight of the Government SSR/GSSO, assist in administering the SCI security program; properly account for, transport, package, and destroy SCI materials; support technical security measures (e.g., TEMPEST and TSCM); and assist in investigating and reporting any potential security infractions or unauthorized disclosures.

QUALIFICATIONS AND EDUCATION REQUIREMENTS*

• Qualifications Required: Minimum of 20 years of relevant DoD work experience (years of experience may be waiverable with customer approval).
• No less than three (3) years’ experience in a SAP and/or SCI environment within the last five (5) years.
• Education: Possess a MA/MS/ME degree (Master’s degree may be waiverable with customer approval).
• Clearance Requirements: Possess an active Top Secret security clearance, based upon a Single Scope Background (SSBI/SBPR).
• Must be eligible for Sensitive Compartmented Information (SCI) and Special Access Programs (SAP) access.
• Additional Desired Experience: Familiarity/experience with ICD 705 #MTSI #LI-MS1.
