Job Summary Statement:
The Security Specialist II will work as Headquarters Security Operations (HSO) Representative & FOCI/FCL Coordinator and will serve in a blended operational support role providing comprehensive security coordination across Headquarters Security/Personnel Security (PERSEC) functions and the EM Headquarters Foreign Ownership, Control, or Influence (FOCI) and Facility Security Clearance (FCL) Team. Working under the guidance of Federal Leadership and Federal Leads, this role balances personnel security support, foreign visit processing, and badging workflows with the end-to-end operational tracking, lifecycle coordination, and documentation workflows required for contractor facility clearances and FOCI mitigation programs.

Role and Responsibilities
FOCI and FCL Operations & Lifecycle Tracking
- Act as the primary operational coordinator for the HQ-FOCI and FCL Team and designated Federal Leads.
- Maintain and update critical tracking mechanisms, including the EM-3.114 FOCI and FCL Tracker, Key Management Personnel (KMP) Personnel Security Clearance (PCL) Status Tracker, and related branch monitoring tools.
- Track the full lifecycle of mitigation agreement files, supplemental documentation, and historical records on the shared network drive.
- Monitor schedules and milestones for completed and upcoming FOCI Annual Reviews for mitigated entities.
- Monitor and record training completions, certifications, and qualification requirements for the EM-HQ FOCI and FCL staff.
Headquarters Security & Personnel Security (PERSEC) Coordination
- Provide administrative and customer support for Headquarters Personnel Security (PERSEC) functions, serving as an HSO liaison for personnel-related security workflows.
- Process incoming and outgoing domestic Visit Authorization Requests (VARs) and verify clearance levels.
- Support foreign national visit and assignment requests, including collecting required host and visitor documentation, tracking status, and uploading visit data into the Foreign Access Central Tracking System (FACTS).
- Facilitate badging and credential processing, including initiating badging actions, tracking processing statuses, and coordinating with DOE Headquarters badging offices.
- Coordinate security onboarding and out processing workflows for incoming and departing personnel, verifying proper transfer, suspension, or termination of access authorizations and credential turn-in.
- Coordinate with federal leads on initial personnel security inquiries, incident reporting intake, and routing security matters to appropriate authorities.
- Provide operational and tracking support during Cursory Reviews to facilitate efficient workflow and information exchange between the security team and the Procurement Team (with primary point-of-contact duties managed by federal personnel).
- Coordinate with assigned EM-HQ FOCI/FCL Analysts to identify and log entity Facility Codes following initial favorable FOCI determinations.
- Coordinate with internal and external stakeholders to process e-FOCI "Unlock" requests upon Analyst confirmation.
Systems Administration & Security Records
- Assist with drafting, reviewing, and updating Facility Data and Approval Record (FDAR) forms within DOE's Unclassified Safeguards and Security Information Management System (U-SSIMS).
- Assist in reviewing and updating Contract Security Classification Specifications (CSCS) within U-SSIMS.
- Support document management and maintenance of branch standard operating procedures (SOPs) to ensure continuous alignment with DOE security orders and national guidelines.
Correspondence & Communication
- Draft formal FOCI, FCL, and personnel security correspondence, determination templates, memos, and operational notices.
- Facilitate internal review workflows to obtain concurrence, ensure proper formatting, and secure required leadership signatures.
Qualifications and Education Requirements
- Bachelor's degree in Security Management, Criminal Justice, Business Administration, Public Administration, Homeland Security, or a related discipline.
- Experience supporting industrial security, personnel security, contractor security, or federal security programs.
- Knowledge of Facility Clearance (FCL), Foreign Ownership, Control or Influence (FOCI), and personnel security processes.
- Experience preparing official government correspondence, memoranda, reports, and briefing materials.
- Strong organizational and records management skills.
- Experience maintaining databases, trackers, and compliance documentation.
- Proficiency in Microsoft Office Suite, including Excel, Word, PowerPoint, and SharePoint.
- Strong written and verbal communication skills with the ability to work across diverse stakeholder groups.
- Maintain a Q (Top Secret) clearance and access to the DOE classified networks (e.g., Secret Restricted Data Network, Safeguards and Security Information Management System (SSIMS).
