POSITION PURPOSE

The purpose of this position is to provide personnel security support to the National Defense University.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Security Specialist provides comprehensive security support across personnel security, information security, physical security, and Sensitive Compartmented Information Facility (SCIF) management programs. This position requires knowledge of security policies, procedures, and regulatory requirements to ensure the protection of personnel, facilities, information, and classified materials.
  • Support security management personnel with Sensitive Compartmented Information (SCI) indoctrinations, debriefings, and security awareness activities for employees, students, faculty, contractors, and other authorized personnel.
  • Prepare and submit Visit Clearance Certifications and SCI visit requests in accordance with established security procedures.
  • Capture electronic fingerprints through the Secure Web Fingerprint Transaction (SWFT) system for individuals requiring background investigations.
  • Coordinate and schedule fingerprinting appointments and maintain records of fingerprint requests and processing activities.
  • Prepare and review fingerprint card submissions for personnel requiring initial background investigations.
  • Provide administrative and customer service support for onboarding employees, contractors, students, faculty, and other personnel.
  • Maintain personnel security records and data within security management systems, including the Defense Information System for Security (DISS), National Background Investigation Services (NBIS), and other authorized databases.
  • Review personnel security files, verify clearance eligibility, and provide guidance regarding security clearance requirements and processes.
  • Initiate and process background investigations through NBIS and associated electronic application systems.
  • Update, verify, and validate investigations, security clearances, and visit certifications using Defense Counterintelligence and Security Agency (DCSA) systems.
  • Support physical security programs, including restricted area identification, access control, badge management, and escorting uncleared personnel within controlled spaces.
  • Assist with the implementation and compliance of Department of Defense (DoD) and Intelligence Community Directive (ICD) physical security standards related to the protection, construction, and accreditation of secure facilities and SCIFs.
  • Maintain access rosters for personnel authorized to enter designated secure and classified areas.
  • Support information security programs by ensuring proper handling, safeguarding, storage, accountability, transmission, and destruction of classified materials in accordance with established policies and directives.
  • Support Two-Person Integrity (TPI) requirements and assist with Communications Security (COMSEC) material accountability and management.
  • Complete required COMSEC training and maintain compliance with security program requirements.
  • Provide meeting and event support, including coordination and setup of classified audio-visual, video teleconferencing, and briefing activities.
  • Support foreign visit processing activities by applying applicable security policies, procedures, and foreign disclosure requirements.
  • Maintain Foreign Visit System (FVS) accounts and coordinate with appropriate agencies to facilitate timely processing and approval of foreign visit requests.
  • Coordinate foreign visit requests with organizational stakeholders and foreign disclosure officials to ensure compliance with applicable policies and regulations.
  • Draft, edit, and prepare security memorandums, correspondence, and documentation related to foreign visits, SCI access, and security operations.
  • Track visitor status, process approvals, maintain security databases, and ensure accurate recordkeeping for foreign visit and access control programs.
  • Provide flexible support across security disciplines to ensure mission readiness and effective execution of security operations.
MINIMUM QUALIFICATIONS

Education and Experience:

  • High School Diploma Required.
  • 3 years of experience.
Skills and Abilities
  • Must be proficient with all MS Office Suites.
  • Knowledge of personnel security, physical security, information security, SCI programs, and security administration.
  • Experience using DISS, NBIS, SWFT, FVS, or similar security management systems.
  • Ability to process security clearances, background investigations, visit requests, and classified access authorizations.
  • Knowledge of DoD, DCSA, COMSEC, and Intelligence Community security policies and procedures.
  • Strong administrative, organizational, customer service, and recordkeeping skills.
  • Ability to handle sensitive and classified information with discretion and professionalism.
  • Strong written and verbal communication skills, including preparation of official correspondence and security documentation.
  • Ability to work independently and collaboratively in a fast-paced security environment.
Special Requirements
  • Active Top Secret/SCI clearance required.
  • High school graduate or possess the equivalent GED.
  • Must be a US citizen and speak fluent English.
