Job summary

Air Mobility Command seeks a senior security manager to lead and direct the MAJCOM Information Protection (IP) office at Scott AFB, IL. The position requires applying DoD security knowledge across Information, Industrial, and Personnel Security, with experience at GS-13 level or equivalent.

You will drive policy implementation, risk assessment, and coordination across DoD security programs to protect critical information.

Job description

The primary purpose of this position is: To manage and direct the AMC MAJCOM Information Protection (IP) office.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems.

Examples of specialized experience includes applying knowledge of a wide range of concepts, principles, practices, regulations, and laws applicable to the IP Program; as well as extensive knowledge of the overall Security Enterprise to include Acquisition Security, Program Protection, Information/Personnel/Industrial/Physical Security, Counter Insider Threat, Antiterrorism, Operations Security, Foreign Disclosure, and Information Assurance.

Strategic knowledge and expertise of all facets of these DoD Security Programs practices, procedures and regulations are applicable to the performance of a full range of complex security management responsibilities.

In addition to understanding the operational characteristics across the multiple disciplinary constructs of Information Protection, the incumbent must design and apply unique management tools to develop effective converged solutions to long standing systemic problematic issues affecting the MAJCOM and the Air Force.

Expert knowledge of analytical methods for determining and evaluating vulnerability threats, intelligence data, and other specialized areas resulting in possible program compromise are required.

Extensive knowledge of state-of-the-art security equipment, devices and practices and procedures across all security disciplines for planning and implementing protective methods and security procedures is required.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs)
  1. Mastery knowledge of a wide range of security specialties, concepts, principles, criteria, requirements, technology, and practices. Mastery knowledge of Information, Industrial, and Personnel Security, C-InT and CUI policies
  2. Knowledge of the intelligence enterprise to support and promote information sharing and strategies. Knowledge of safety, regulations, practices, and policies
  3. Expert knowledge in analytical theories, processes, programs, and practices. Sophisticated understanding and skill in applying broad or in-depth expertise in highly complex and ambiguous situations
  4. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
  5. Strong writing and oral communication skills to inform and persuade

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
