Job summary

  • Ability to travel as needed for the program.

Security Program Manager, Government Technologies

Role Overview

Johnson Controls Security Solutions (JCSS) Government Technologies supports complex Federal security programs across multiple sites and disciplines. In this role, you will lead service delivery for a multi-faceted Government Technologies program, partner with customer stakeholders, and help ensure strong contract performance, disciplined execution, and customer satisfaction across physical and technical security work.

You will serve as a key point of contact for internal leadership and government counterparts while overseeing schedules, reporting, compliance, financial results, and team coordination. Success in this role means keeping work aligned to contract requirements, supporting service growth, and driving reliable execution from planning through acceptance.

Key Responsibilities
  • Lead service delivery activities across the Mastermind and Government platforms, with focus on SLA performance, L&M growth, and converting larger service tickets into installation opportunities.
  • Serve as the authorized interface with the Contracting Officer, Contracting Officer's Representative, government management personnel, and customer agency representatives.
  • Establish and maintain procedures and controls that keep work aligned with agreed standards, contractual requirements, and delivery time limits.
  • Assign contractor schedules, review work discrepancies, and direct corrective action to keep the program on track.
  • Supervise multi-disciplined technical and administrative personnel, including subcontractors, and support resolution of engineering, administrative, and field issues.
  • Monitor program budgets, financial performance, and profitability, and prepare reports and analysis focused on meeting financial targets.
  • Maintain client contacts to ensure conformity with all contractual obligations and support strong customer satisfaction.
  • Develop, maintain, and implement Orders and required management plans.
  • Support program growth by identifying opportunities for additional work and, with senior leadership, pursuing new business.
  • Provide leadership, coaching, and mentoring that strengthen project management practices and team performance.
How You Will Do It
  • Own the outcome by taking accountability for contract performance, program controls, financial results, safety, integrity, and compliance with government requirements.
  • Stay close to the work by working directly with CO and COR counterparts, customer teams, and field personnel to remove obstacles and keep delivery moving.
  • Improve every day by using metrics, reports, and issue reviews to identify risks early, solve problems quickly, and strengthen quality practices.
  • Win as one team by building trust across technical, administrative, and subcontractor teams and by valuing different perspectives when decisions are made.
  • Lead through clear communication, practical planning, and consistent follow-through so leadership receives timely updates on deliverables, milestones, and potential issues.
  • Use sound judgment and risk management to prioritize multiple subject areas and make decisions that support customer satisfaction and program profitability.
  • Coach and mentor team members so they can perform with confidence in a continuous improvement environment.
  • Coordinate with customer operations teams and internal partners to support installation, programming, service, maintenance, and testing activities when needed.
Qualifications
  • Ten years of general experience in the physical and technical security fields.
  • Ten years of service delivery using the Mastermind and IMS platform for service delivery.
  • At least five years of specialized experience directly supervising and managing nationwide service contracts and large, complex integrated projects within the physical or technical security field for the Federal government.
  • Progressive leadership experience supporting physical and large integrated security programs, including budgets, requirements, and customer-facing execution.
  • Progressive leadership experience supporting service delivery, managing SLA's, and L&M service tickets.
  • Strong understanding of Federal government contracting, regulatory, and compliance topics.
  • Demonstrated ability to prioritize multiple subject areas, manage risk, and make effective decisions.
  • Proven ability to budget, perform financial analysis, and prepare reports focused on financial targets and program results.
  • Excellent presentation, oral communication, and written communication skills.
  • Ability to interact effectively with customers, leadership, and teammates at all levels of the organization.
  • Ability to pass the US Marshal and US Attorney background check, which is above and beyond the JCI background check and may be more in depth.
  • Willingness to travel as needed in support of the program.
Nice to Have
  • Bachelor's degree in Security Management, Business, or Project Management.
  • Project Management Professional (PMP).
  • Physical Security Professional (PSP).
  • Experience with Microsoft Office Project, Word, and Visio.
  • Experience managing projects that include design, installation, testing, servicing, and integration of complex systems and subsystems.
