Job description

AMSG is seeking an Security Program Support Specialist-Counter Insider Threat to support our customer at the Defense Contract Management Agency (DCMA) who will serve to supplement DCMA-DCS security staff at DCMA Headquarters with a primary focus on the agency's Counter-Insider Threat (C-InT) Program. This role conducts proactive insider threat and counterintelligence risk assessments, maintains Personnel Security and C-InT records in DISS, EPSF, and internal databases, and prepares documents, packages, and database entries for Government Security Specialist decisions. The position also provides surge support for User Activity Monitoring (UAM) and telemetry analysis as required, combined with broader support for the agency's foreign travel, security assessment, policy, and training programs.

Responsibilities
  • Conduct well-documented, proactive risk assessments to identify potential and/or actual insider threats, delivered daily to the Insider Threat Program Manager (InTPM) and Deputy InTPM.
  • Synthesize data from approved DCMA sources, including IT Cybersecurity, Security, Counterintelligence, General Counsel, Inspector General, and Human Resources, into a coherent risk picture.
  • Develop actionable technical and administrative mitigation strategies to harden defenses against insider and counterintelligence threats.
  • Document all daily triage operations in the designated systems, ensuring all reports and actions are appropriately safeguarded and formatted to protect privacy and civil liberties.
  • Provide surge support for User Activity Monitoring (UAM) and telemetry analysis as required, including:
    • Documenting all daily UAM triage operations in UAM Anomaly Triage & Resolution Logs
    • Delivering technical evaluation reports detailing administrative actions taken, preliminary analysis steps, and final alert disposition (false positive, administrative error, or escalated threat)
    • Proactively aligning monitoring with newly identified insider threat Tactics, Techniques, and Procedures (TTPs)
  • Update the Defense Information System for Security (DISS) and Electronic Security Personnel File (EPSF).
  • Support recordkeeping and database updates for Personnel Security and Counter-Insider Threat purposes using internal databases and DISS.
  • Prepare documents, packages, and database entries for Government Security Specialist decision before final submittal.
  • Submit Personnel Accountability Assessment System remedy tickets to address system functionality or data accuracy issues.
  • Under direction of the Program Manager, update and revise C-InT, information security, operations security, and other security policies, manuals, and SOPs and submit to the Government for review.
  • Schedule and provide foreign travel briefings, coordinate isolated personnel reports (ISOPREP), confirm DTS travel for OCONUS visits, and assist customers with the DoD Foreign Clearance Guide and APACS, including researching country- and location-specific threats and requirements.
  • Support the formal security assessment program with database updates, technical editing of assessments, and scheduling of customer feedback sessions.
  • Support learning management system training operations, including managing curriculum, coordinating security instructors, scheduling courses, responding to course questions, and administrative duties.
  • Provide security project support, including market research, compiling GPC packets for Program Manager review, and tracking project status through completion.
Qualifications
  • Proficiency in Microsoft Office (SharePoint, Excel, Word, PowerPoint, Teams)
  • Ability to analyze large volumes of personnel, security, and user activity data to identify trends, anomalies, and risk indicators.
  • Demonstrated ability to review government policies, manuals, Code of Federal Regulations entries, statutes, and other foundational documents and synthesize them into working familiarity with security-related policy.
  • Strong analytical writing skills; ability to develop and deliver clear, well-documented written and oral reports and briefings to government personnel and leadership audiences.
  • Ability to handle sensitive personnel information with discretion and in strict accordance with privacy and civil liberties requirements.
  • Ability to work independently, manage competing priorities, and communicate effectively with government leadership.
Preferred Qualifications
  • Prior experience with DISS, EPSF, ALEC, or similar personnel security case-management systems.
  • Working knowledge of DoDD 5205.16 (DoD Insider Threat Program), DoDM 5200.02, SEAD 3, and Continuous Vetting procedures.
  • Experience with User Activity Monitoring platforms, log/telemetry analysis, and alert triage and disposition.
  • Familiarity with insider threat TTPs and risk-indicator frameworks.
  • CDSE Insider Threat coursework (e.g., Insider Threat Program, Insider Threat Analyst, Insider Threat Awareness).
  • Experience with the DoD Foreign Clearance Guide, APACS, and ISOPREP.
