Job summary

U.S. Fleet Forces Command in Virginia Beach is seeking a Security Officer in the TTGL Government SAP Officer and IJSTO Security Officer roles to support the TTGL SAP/IJSTO Chief of TACTRAGRULANT.

The position requires reviewing security actions, developing indoctrinations, leading risk management discussions, and managing PARs under DoD directives, with on-site supervision of sensitive program material.

Qualifications

• Experience administering and managing security programs involving SAP, IJSTO, or SCI.

Summary

You will serve as a Security Officer in the Tactical Training Group Atlantic (TTGL) Government Special Access Program (SAP) Officer and Integrated Joint Special Technical Operations (IJSTO) Security Officer to provide support to the TTGL SAP/IJSTO Chief of TACTRAGRULANT.

Duties

• You will interface and be required to review and endorse Personnel Security actions and SAP Level Directives from subordinate IJSTO Security Officers and Navy SAP Security Officers.
• You will develop and present indoctrinations for special programs and specialized briefings as required.
• You will participate in pertinent meetings, conferences, exercises and planning teams providing understanding of the technical and tactical capabilities of assigned programs in order to provide sound risk management guidance.
• You will screen and prepare Program Access Requests (PAR) for submission to Access Approval Authorities (AAA), ensuring individuals meet the stringent minimum personnel security requirements.
• You will be responsible for reviewing, processing, confirmation or forwarding for further confirmation processing.
• You will perform a variety of non-standard security functions and specialized duties related to the unique operational and administrative requirements of assigned programs.
• You provide on-site supervision of SAP/IJSTO material on-load and off-load operations to ensure that OSD and CJCS policies and security procedures are maintained throughout critical and time sensitive operations.
• You will develop and present indoctrinations for SAP/IJSTO programs and specialized briefings as required.
• You will manage special program facilities supporting TTGL Training in the areas of document control, accountability, storage, classification, dissemination, transmission, destruction, and protection of special program material and information.
• You will provide program indoctrinations and debriefings of highly technical and sensitive special projects to Navy, Joint, Coalition and Civilian officials up to and including Captains and GS-15s on a need-to-know basis.
• You will act as the alternate point of contact for training commands for matters pertaining to the security management of SAP/IJSTO in support to training at TTGL.

Requirements

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• Successful completion of a pre‑employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position is designated as a Security Professional Education Development (SPeD) position.
• The incumbent must obtain the Security Fundamentals Professional Certification (SFPC) and the Special Program Security Credential (SPSC) within 24 months of appointment. These certifications must be maintained throughout employment.
• This position requires screening for special access and a signed Non‑Disclosure Agreement (NDA).

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS‑11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Experience administering and managing security programs involving Special Access Programs (SAP), Integrated Joint Special Technical Operations (IJSTO), or Sensitive Compartmented Information (SCI).
• Experience applying security principles across multiple disciplines, including Personnel Security, Information Security, Physical Security, and Industrial Security.
• Experience conducting personnel security actions, such as processing Program Access Requests (PARs), verifying security clearances, and managing personnel access databases.
• Experience developing and implementing security policies, procedures, and training programs for personnel involved in classified operations.
• Experience providing security guidance and recommendations to senior leadership and program staff on the protection of highly classified information and materials.
• Experience interpreting and applying national‑level security regulations and directives, such as DoD Manuals (e.g., 5205.07 series), Executive Orders (e.g., 13526), and Intelligence Community Directives (ICDs).
