Job description

The Section Manager Distribution Resource Integrations ("DRI"), Clean Energy Market Strategy will play a key role in supporting Orange and Rockland's interests by collaborating with regulators and third parties to promote a clean energy future, new utility business models, and a flexible grid. The Company is committed to enabling innovative business models to encourage clean energy adoption and meet evolving customer needs. The Section Manager will oversee strategic rate and market capabilities/design analysis, as well as Earning Adjustment Mechanism (EAM) strategies.

This role involves identifying, designing, and implementing new strategies to achieve clean energy goals, guiding the company's Flexible Demand strategy, and shaping a vision for utilizing demand-side resources to meet strategic objectives. The manager will analyze grid and resource potentials to facilitate a structured clean energy infrastructure build-out and develop strategies for grid capabilities that support demand flexibility, considering reliability, policy, and economic factors.

The Section Manager will act as a leader advocating for and driving strategy implementation both internally and externally, securing support for success. They will foster an inclusive team culture emphasizing collaboration, accountability, and integrity. Additionally, the manager will support regulatory filings related to flexible demand and other market-based clean energy initiatives, including whitepapers, technical conferences, and interrogatories.

Core Responsibilities
  1. Provide leadership for initiatives supporting NY's Climate Leadership and Community Protection Act (CLCPA) and NJ's Energy Master Plan (EMP), aligning with the company's long-term vision.
  2. Develop relationships with customers, energy providers, and internal units to identify new opportunities related to distributed energy resources, new revenue models, and customer engagement tools.
  3. Manage consultants and third-party partners, oversee team development, and ensure project success.
  4. Participate in implementing CLCPA and EMP by assessing policy impacts from NYPSC/NJBPU.
  5. Attend and prepare documentation for meetings with regulatory agencies, customers, and officials regarding clean energy planning.
  6. Oversee development of distribution-level market design for flexible demand and DER resources, defining market structure and rules.
  7. Analyze market model alternatives to inform strategic decisions and present findings to senior management.
  8. Collaborate with cross-functional teams to develop new business solutions, adhering to project timelines.
  9. Represent the company at industry conferences and stakeholder meetings related to CLCPA and climate resilience.
  10. Engage with stakeholders like NYPSC, NYSERDA, NYISO, and other utility and DER participants.
  11. Prepare reports and presentations for management and external agencies, facilitating meetings and submitting formal documentation.
Required Education/Experience
  • Bachelor's Degree with 8 years of related experience or
  • Master's Degree with 6 years of related experience
Relevant Work Experience
  • 6-8 years in utility systems engineering or operations.
  • Experience in at least 2 of the following: regulation, finance, markets, energy efficiency, or power systems.
  • Proven ability in research within a fast-paced, cross-functional environment.
  • Strong analytical skills regarding technical, economic, and market issues.
  • Excellent communication and interpersonal skills.
  • Proficiency in Microsoft Office applications.
  • Familiarity with utility system design and construction.
  • Experience with Rate Engineering, Energy Efficiency, or Demand Response programs (preferred).
  • Knowledge of regulatory processes (preferred).
