DEPT OF ENVIRONMENT PROTECTION is seeking a Senior Construction Manager to lead the Construction Management Section for Green Infrastructure in NYC. The role oversees field inspections, cost and schedule reporting, and coordination with DEP partners such as DDC, DOE and EDC.

The candidate will manage design services during construction, ensure compliance with contract documents and codes, and supervise inspectors while liaising with design engineers for field issues.

Qualifications

  • Four-year high school diploma and five years of full-time experience managing/inspecting construction projects costing at least $300,000.
  • Or one year of experience with a bachelor's degree in engineering, eng tech, architecture, construction, or construction management.
  • Or one year of experience and a valid PE, registered architect, or registered landscape architect license.
  • Five years total education and experience combining the above requirements.

Responsibilities

  • Attend progress meetings with contractors and agencies.

Job description

**IMPORTANT NOTE: Only those serving as a permanent Construction Project Manager. *

Under direction of the Director for the On-site Green Infrastructure Design and Construction, supervises staff and activities of the Construction Management Section for Green Infrastructure (GI) projects in NYC.

The Construction Management Section responsibilities include construction oversight (inspection and documentation) for GI projects built by DEP, construction audits of GI projects built by DEP partners (DDC, DOE and EDC) and the DEP sewer use regulations enforcement. The Section Lead for Construction Management will lead a group of DEP inspectors responsible to oversee, inspect and document construction progress, quality, safety, workmanship and conformance with contract documents and applicable codes. Additional responsibilities of the Construction Management Section Lead include procurement and management of design services during construction (DSDC) scope with engineering consultants and construction contracts, as well as coordination with other DEP Bureaus and interagency partners.

Typical Responsibilities of the Senior Construction Manager
  • Lead and coordinate field inspections for capital construction contracts for on-site or Right of Way Green Infrastructure.
  • Prepare and submit reports to the Director relative to project schedule and cost updates.
  • Participate in construction progress meetings with contractors, consultants and other agencies.
  • Provide assistance to resolve construction related issues to maintain projects budget and schedule.
  • Prepare cost estimates and assist in the negotiations for outsourced construction management services.
  • Coordinate with other agency personnel, e.g. DOE/SCA, to receive project input and document decisions.
  • Lead and coordinate inspection audits to measure contractor’s performance during construction of green infrastructure projects implemented by other agencies
  • Lead enforcement of compliance with the DEP sewer use regulations.
  • Perform supervisory tasks: staff timesheet approval, leave requests approval, probationary and annual performance evaluation, etc.
  • Coordinate with Design Engineer regarding field related issues.

The Construction Management Section Lead must have strong MS Office skills, including Word, Excel, PowerPoint, and ability to comprehend maps, graphs, and tables. Basic AutoCAD, GIS and ArcGIS knowledge is helpful for this job function.

CONSTRUCTION PROJECT MANAGER - 34202

Minimum Qualifications
  1. 1. A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization, and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300,000 for each of the five years of the required experience; or
  2. 2. One year of the experience as described in “1” above and a baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management;
  3. 3. One year of the experience as described in “1” above and a valid license as a professional engineer, registered architect, or registered landscape architect, issued by a board of examining engineers, architects, or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States;
  4. 4. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and a combination of at least two years of experience as described in “1” above and the education as described in “2” above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program as described in “2” above may be substituted for experience on the basis of 30 semester credits for one year of satisfactory full-time experience up to a maximum of three years of experience.
  5. 5. For Assignment to Level II, In addition to meeting the "Qualification Requirements" above, candidates must have one additional year of satisfactory full-time experience working in Assignment Level I; or one additional year of satisfactory full-time experience as described in "1" above.
  6. 6. For Assignment to Level III, in addition to meeting the Qualification Requirements for Construction Project Manager, candidates must have two additional years of satisfactory full-time experience working in Construction Project Manager Assignment Level I and II; or two additional years of satisfactory full-time experience as described in question "1" above and possess a motor vehicle driver license valid in the State of New York which must be maintained for the duration of employment noting that if you have moving violations, license suspension or an accident record, you may be disqualified.

Note: Candidates must specify for each construction project they worked on: a description of the construction project, the time period they worked on the construction project, and the type of work they performed. Candidates must also specify the money allotted for the project.

Driver License Requirement: At the time of appointment to this position, you must have a motor vehicle driver license valid in the State of New York. If you have moving violations, license suspension or an accident record, you may be disqualified. This license must be maintained for the duration of your employment.

Preferred Skills
  • Two years of experience in managing construction and construction management contracts in the field of public infrastructure.Essential Skills:- Experience in managing construction of public infrastructure projects from both the in-house design as well as outsourced engineering projects throughout the life cycle of projects includingplanning, design, procurement and design services during construction phases.
