Job summary

The Construction Project Manager – Section Lead at NYC DEP oversees staff and the Construction Management Section for Green Infrastructure projects. You will manage field inspections, documentation, and coordination with DEP bureaus and partners to ensure on-site success.

You will also handle procurement of design services, prepare cost estimates, and lead audits and progress meetings with contractors and other agencies, while maintaining budgets and schedules. Residency not required.

Qualifications

  • A four-year high school diploma or equivalent with five years of full-time satisfactory experience managing and/or inspecting construction projects with a total cost of at least $300,000 for each of the five years.
  • One year of the experience above and a baccalaureate degree in an approved engineering, architecture, or construction field; or
  • One year of the experience above and a valid professional license (engineer, architect, or landscape architect); or
  • A high school diploma and at least two years of the above experience in combination with a relevant undergraduate education to equal five years of education and experience; undergraduate coursework may be substituted for experience on a credit basis.

Responsibilities

  • Lead and coordinate field inspections for capital construction contracts for on-site or Right of Way Green Infrastructure.
  • Prepare and submit reports on project schedule and cost updates.
  • Participate in construction progress meetings with contractors, consultants and other agencies.
  • Provide assistance to resolve construction related issues to maintain projects budget and schedule.
  • Prepare cost estimates and assist in negotiations for outsourced construction management services.
  • Coordinate with DOE/SCA to receive project input and document decisions.
  • Lead and coordinate inspection audits to measure contractor performance on GI projects.
  • Lead enforcement of compliance with the DEP sewer use regulations.
  • Perform supervisory tasks: staff timesheet approval, leave requests approval, probationary and annual performance evaluation, etc.
  • Coordinate with Design Engineer regarding field related issues.

Job Summary

Under the direction of the Director for On‑site Green Infrastructure Design and Construction, the Construction Project Manager – Section Lead oversees staff and activities of the Construction Management Section for Green Infrastructure (GI) projects in NYC. Responsibilities include construction oversight (inspection and documentation) for GI projects built by DEP and partners, procurement of design services, and coordination with other DEP bureaus and interagency partners.

Typical Responsibilities
  • Lead and coordinate field inspections for capital construction contracts for on‑site or Right of Way Green Infrastructure.
  • Prepare and submit reports to the Director on project schedule and cost updates.
  • Participate in construction progress meetings with contractors, consultants and other agencies.
  • Provide assistance to resolve construction related issues to maintain projects budget and schedule.
  • Prepare cost estimates and assist in negotiations for outsourced construction management services.
  • Coordinate with other agency personnel, e.g. DOE/SCA, to receive project input and document decisions.

Applicants must specify for each construction project worked on: a description, time period, type of work performed, and the money allotted for the project.

Driver License Requirement

At the time of appointment, applicants must hold a valid motor vehicle driver license in the State of New York. Moving violations, license suspension, or an accident record may disqualify the candidate. The license must be maintained for the duration of employment.

Assignment Levels
  • Level II: Must have one additional year of satisfactory full‑time experience working at Assignment Level I, or one additional year of the experience described in qualification section (1).
  • Level III: Must have two additional years of satisfactory full‑time experience working at Assignment Levels I and II, or two additional years of the experience described in qualification section (1) and maintain a valid NY driver license.
Preferred Skills
  • Two years of experience managing construction and construction management contracts for public infrastructure, including in‑house design and outsourced engineering projects throughout the life cycle.
