Northrop Grumman Defense Systems (NGDS) in Jacksonville, FL is seeking a Supply Chain Procurement Specialist. The role develops subcontract terms, manages subcontracts, and coordinates with contracts, engineering, and program teams to ensure timely, compliant procurement.

Qualifications

• Must have a High school diploma or GED with at least 6 years of related experience; OR 2 plus years of experience with a bachelor's degree; OR 1 plus year of relevant experience with a Master's
• Demonstrated ability to utilize Microsoft Office to create spreadsheets, documents, presentations (i.e. Word, Excel, PowerPoint)
• Ability to prioritize multiple responsibilities and/or accomplish them simultaneously
• Must have an active DOD Secret security clearance
• Familiarity with FAR/DFAR and government audits is preferred

Responsabilités

• Develop subcontract specifications, work statements, and terms and conditions for the procurement of services, specialized materials, and/or equipment
• Prepare bid packages, conduct bidders conferences, analyzes and evaluates proposals, perform price/cost, negotiate subcontract provisions, select or recommend subcontractors, write awards, and administer resulting subcontracts
• Ensure appropriate documentation is provided so that proper receipt is recorded
• Negotiate and coordinate additions, deletions, or modifications to subcontracts
• Coordinate with program functional areas to coordinate subcontract funding, invoice processing and program reviews
• Coordinate and collaborate with contracts, engineering, quality, supplier development, planning, operations, program and end-users
• Evaluate and monitor supplier quality and reliability, and supplier ability to support delivery schedules
• Identify strategies to reduce cost, improve efficiency and manage risk through strategic negotiations
• Manage performance of subcontracts and compliance with public law and company policies, including import/export regulations
• Utilize Lean Six Sigma with suppliers to drive quality and continuous improvement
• Manage and develop strategic/key suppliers; review and approve supplier payments
