You will oversee planning, stakeholder engagement, technical assistance, and monitoring of international projects, delivering data-driven recommendations to resource allocation and governance decisions.

The role requires an active SECRET clearance, a Bachelor's degree, and 5+ years in foreign assistance program development.

Qualifications

• 5+ years of experience in foreign assistance capacity-building programs.
• Ability to work on client site in Washington, DC 4-5 days/week.

Responsibilities

• Oversee strategic planning, stakeholder engagement, and monitoring of international undersea cable projects.
• Provide authoritative advice to senior government leaders on acquisition, technical, and policy issues; define issues and deliver actionable recommendations.
• Integrate cost, technical, and policy analysis to evaluate alternatives and support data-driven decisions across complex portfolios.
• Build coalitions across government, industry, and academia; communicate complex issues clearly to diverse audiences.
