Job Description

A & R Clinical Services and Crisis Management, LLC (ARCSCM) are looking for Therapy, Nursing, and Other School-Based Professional Services. Cecil County Public Schools (CCPS) is seeking interested companies to provide the following services to students ranging in age from birth to twenty-one (21): Speech‑Language, Occupational and Physical Therapy, School Psychology, Nursing, and Sign Language Interpreting. For the 2025‑2026 School Year, CCPS foresees needing an undetermined number of Speech/Language Therapists, Occupational Therapists, Physical Therapists, Psychologists, Registered Nurses, Registered Behavior Technicians, and Sign Language Interpreters.

The contractor will, in a professional manner, perform all services, except as otherwise specified, necessary or proper to perform and complete all the work required by this contract, within the time specified, in accordance with the provisions of this bid/proposal and the specifications covered by this contract and any and all supplemental specifications, in accordance with the directions of the Board of Education.

Speech/Language, Occupational, and Physical Therapy Services
  • Observe all school system and birth‑to‑21 policies and procedures during orientation.
  • Screen and assess students, including completion of written reports.
  • Participate in the development of appropriate IEPs and/or IFSPs.
  • Participate in IEP or IFSP team meetings as needed.
  • Plan and implement child/student/family services.
  • Communicate with families/guardians as agreed.
  • Provide consultation with teachers, families, and respective service agencies.
  • Monitor completion of required services on IEP/IFSP.
  • Document response to therapy and consultation using CCPS forms.
  • Submit completed Medical Assistance logs to the Office of Special Education by the 10th day of the following month.
  • Adhere to state requirements for supervision of assistants and provide supervision documentation.
  • Provide all billable hours in a CCPS facility, private school, or Infants/Toddlers Program location (child’s natural environment).
  • Billable hours must not exceed seven (7) hours per day for a maximum of thirty‑five (35) hours per five (5) day work week; travel time between locations is billable, while daily lunch and commute travel are not.
  • Invoice must break out billable hours by discipline and program, based on a board‑provided daily log.
School Psychologist Services
  • Observe all school system and birth‑to‑21 policies and procedures during orientation.
  • Screen and assess students, including completion of written reports.
  • Participate in the development of appropriate IEPs and/or IFSPs.
  • Participate in IEP or IFSP team meetings as needed.
  • Provide ongoing therapy or consultation with teachers, families, and respective service agencies.
  • Communicate with families/guardians as agreed.
  • Monitor completion of required services on IEP/IFSP.
  • Document response to services and consultation using CCPS forms.
  • Provide all billable hours in a CCPS facility, private school, or Infants/Toddlers Program location (child’s natural environment).

Contracted Nursing Services
  • Provide exclusive responsibility for student’s daily supportive and medical care.
  • Perform all tasks agreed upon by parents, school nurse, and IEP team, which may include medication administration, toileting, transporting student to classes, performing certain treatments such as catheterization, suctioning, tube feeding, and positioning.
  • Maintain all equipment used by the student.
  • Inform school personnel of any changes in the student’s health status.
  • Accompany the student at all times.
  • Be familiar with and execute all assigned student transportation, emergency medical, and fire‑drill procedures.
  • Participate in implementation of the student’s academic program and school activities as directed by the principal or designee and classroom teacher.
  • Promote and protect optimal health status of children.
  • Provide illness and injury assessments and interventions.
  • Identify, assess, plan, intervene, and evaluate assigned student health concerns.
  • Maintain regular, on‑time attendance.
  • Communicate effectively with students, school staff, and families/caregivers.
  • Provide all billable hours in a CCPS facility, private school, or Infants/Toddlers Program location (child’s natural environment).
  • Billable hours must not exceed seven (7) hours per day for a maximum of thirty‑five (35) hours per five (5) day work week; travel time between locations is billable, while daily lunch and commute travel are not.
Sign Language Interpreting Services
  • Observe all school system and birth‑to‑21 policies and procedures during orientation.
  • Review teacher lessons.
  • Provide ongoing interpreting services.
  • Communicate with families/guardians as agreed.
  • Provide consultation with teachers, families, and respective service agencies.
  • Provide all billable hours in a CCPS facility, private school, or Infants/Toddlers Program location (child’s natural environment).
  • Billable hours must not exceed seven (7) hours per day for a maximum of thirty‑five (35) hours per five (5) day work week; travel time between locations is billable, while daily lunch and commute travel are not.
Registered Behavior Technician Services
  • Observe all school system and birth‑to‑21 policies and procedures during orientation.
  • Provide direct behavior support under the supervision of a Board Certified Behavior Analyst (BCBA).
  • Participate in the development of Individualized Behavior Intervention Plans (BIPs).
  • Implement Individualized Behavior Intervention Plans (BIPs) and Skill Acquisition Programs.
  • Assist with transitions and social skills development.
  • Collect data and report to the BCBA.
  • Collaborate and communicate with teachers.
  • Provide all billable hours in a CCPS facility, private school, or Infants/Toddlers Program location (child’s natural environment).
  • Billable hours must not exceed seven (7) hours per day for a maximum of thirty‑five (35) hours per five (5) day work week; travel time between locations is billable, while daily lunch and commute travel are not.
Professional Requirements
  • All therapists: active license from the Maryland State Department of Mental Health and Hygiene in the appropriate field (OT, OTA, PT, PTA, SLP, SLPA); NPI number and E‑Prep account required.
  • Nurses: current Maryland (or compact) Registered Nurse license; Licensed Practical Nurse license; CPR/AED certification.
  • Nursing Assistants: Certified Nursing Assistant (CNA) certification; CPR/AED certification.
  • School Psychologists: Maryland State Department of Education endorsement.
  • Sign Language Interpreters: High School Diploma or equivalent; Interpreter Training Program certification or fluency in sign language.
  • Certified Behavior Technicians: certification through the Behavior Analyst Certification Board.
  • All professionals: valid driver’s license and automobile for use; upon award, personnel must be fingerprinted; all therapists must complete a criminal history background check; all will receive training and follow CCPS policies and procedures.
