GENERAL DESCRIPTION

The School Based Mental Health (SBMH) Services Program Grant was awarded to the Rhode Island Department of Education (RIDE) by the United States Department of Education (USDOE). The Segue Institute for Learning was awarded a five year grant from RIDE. The School-Based Mental Health (SBMH) Services Grant Program Coordinator at the Segue Institute for Learning will take lead on managing the development and implementation of all aspects of the SBMH grant at the district level to increase the number of qualified (i.e., licensed, certified, well-trained, or credentialed, each as defined in this notice) mental health service providers that provide school-based mental health services to students. The SBMH Services Grant Program Coordinator will provide financial and technical assistance in order to achieve the following objectives: 1) Increase the number of school psychologists in RI by 20%, by partnering with local universities to recruit and place graduates in high-need LEAs, and offering stipends, tuition aid and loan repayment to candidates committing to serving a minimum term, 2) Empower high-need LEAs to implement a comprehensive, trauma-informed Multi-Tiered System of Supports (MTSS) framework, and 3) Increase supports for caregiving youth in RI schools by developing professional development modules for school psychologists, coordinating referrals with local services, and creating school/district plans for early identification, to ensure these students receive targeted mental health and academic supports. The SBMH Services Program Grant Coordinator will work with RIDE and grant partners on collecting GPRA measures and tracking progress of grant goals and objectives.

QUALIFICATIONS

State licensure or certification as a social worker, mental health counselor, school psychologist strongly desired
Demonstrated comprehensive knowledge, understanding of and commitment to social and emotional learning standards
Understanding of the SHAPE system for comprehensive school based mental health services
Experience working within a school setting, with school administrators, teachers and a diverse population of students and families.
Knowledge of Multi-tiered System of Supports (MTSS) Framework; data collection process/procedures; school and community based interventions and utilization of data-based decision making to inform practices and evaluate programs.
Experience with operation and facilitation of school-based problem-solving teams (i.e. MTSS Leadership
Team, Wellness Teams, Target Teams, Student Support Teams, etc.)
Knowledge of mental/behavioral health assessment, diagnosis and treatment
Experience planning, developing and implementing programs with community partners, preferably within a school setting.
Ability to analyze social, emotional and behavioral health data
Experience in providing technical assistance and professional development to teachers and administrators on social emotional learning, social emotional health and well being, trauma informed care and positive behavior interventions and supports.
Competency in google suite, including google sheets, documents, classrooms etc.
Demonstrated experience in developing high quality written reports

Representational Duties and Responsibilities

• School Based Mental Health Services Grant Program Coordinator (.75)
• Serve as the main point of contact for all aspects of grant coordination including data management required of the grant.
• Develop annual strategic plans and complete year-end and quarterly progress reports to guide annual plans.
• Develop a district team or utilize an existing team that will work with RIDE and the contracted consulting team to gather and streamline data that will guide LEA and statewide strategies and plans.
• Coordinate and supervise multiple sites within scope of grant.
• Conduct Needs Assessment(s) using the SHAPE System, including the School Mental Health Profile, and other tools to guide strategic and intentional work around how many and what types of SBMH providers and community partners currently exist in the district.
• Identify the number and types of SBMH providers needed to meet the identified needs of the school district (school, staff, student, family, community) and develop a strategic approach to increase the capacity, number, and quality of school-based mental health providers and services provided. Ensure that SBMH service providers’ roles and responsibilities are clarified, the best use of their time is respected and built into the schedule and school day, and that they are being utilized based on their expertise and scope of practice.
• Utilize the SHAPE system, including the School Mental Health Quality Assessment and the School Mental Health Profile, and other tools to measure and guide a strategic approach to developing a school-based mental health continuum of supports within an MTSS framework.
• Develop or identify existing training and professional development plans focused on building the capacity of SBMH providers, educators, students, and families in managing and supporting social emotional, and mental health, trauma, and positive behavioral interventions and supports.
• School Counselor/Clinician (.25)
• Provides counseling to students and parents; provides psycho-social assessment and diagnosis of behavioral disabilities with recommendations and/or environmental manipulations at the school, home and/or in the community with periodic reevaluations.
• Participates in case conferences involving cooperation with other pupil personnel workers, school personnel and community agencies; makes referral to public or private agencies with appropriate follow-up.
• Serves as a liaison between school, family and community resources.
• Serves as a source of information regarding community resources.
• Maintains appropriate school records and provides written reports and communications; participation as a resource person in in-service training and planning.
• Participates in the Individual Education Plan (IEP) process as required; performs other duties as assigned.
• Support in the implementation of SEL programming as directed by school social worker, support professionals, and administrators.
• Works collaboratively with teachers and school social worker to provide an SEL program
• Provide small group SEL support to students as directed by the school social worker and/or classroom teacher.
• Gather and maintain data about performance of students as directed by case managers, classroom teachers, and administrators.
• Follows discipline guidelines in accordance with Segue's Positive Behavior System.
• Uses effective communication skills to plan with team members, discuss student concerns, and report student performance, with all members of the school community (Teachers, support staff, administration and parents)
• Select and use the appropriate channels to resolve concerns

TERMS OF EMPLOYMENT

Fulfill grant funded duties on a year-to-year basis. Employment each year is contingent upon grant renewal by the Rhode Island Department of Education.
