Job summary

Charleston Water System is seeking a SCADA System Technician to provide technical support for SCADA and security systems, including HMI software, PLCs, and historical databases. The role requires ensuring system functionality, upgrades, and continuous improvement.

Qualified candidates have a degree in electronics or related fields and experience with Rockwell, HMI, fiber optics, and radio communications. A valid SC driver’s license and OSHA training are preferred.

Qualifications

• Bachelor’s Degree in Electronics or related discipline with 1 year SCADA/instrumentation experience, or an Associate degree with 5 years, or 8 years field experience.
• Experience with Windows Server and Windows Client operating systems.
• Fluency in installing, programming, troubleshooting and maintaining PLC and HMI systems.
• Knowledge of TCP/IP and fiber optic networks.

Responsibilities

• Programs and maintains the SCADA/HMI computer system using Rockwell interfaces.
• Develops and modifies security system software for access control and video monitoring.
• Recommends SCADA system upgrades to ensure continual improvement and optimization.

Salary Range: $78,457.60 ($37.72/hr.) – $121,617.60 ($58.47/hr.)

Hiring Range: $78,457.60 ($37.72/hr.) – $98,072.00 ($47.15/hr.)

Grade: 111

Hours: 7:30 am- 4:30pm

Position Summary:

Under limited supervision of the Supervisory Control and Data Acquisition (SCADA) Manager, the SCADA System Technician is responsible for technical support of SCADA and security systems to include Human Machine Interface (HMI) software, PLC hardware and software, historical databases, and client workstations. Responsibilities include ensuring complete functionality of the SCADA and security systems along with system upgrades and improvements.

Essential Functions:

• Programs and maintains the SCADA/HMI computer system using appropriate equipment running Rockwell Software Programming Interfaces
• Creates and modifies security system software programs to support Group Access Control and Video monitoring systems
• Identifies and makes recommendations to the SCADA Manager for modifications and technology updates and upgrades to ensure continual improvement and optimization of the SCADA and security systems
• Assists with developing, maintaining and enforcing the requirements of a comprehensive SCADA System Standards Manual
• Participates in long range planning to determine future SCADA and security system improvements
• Provides quick and courteous customer service to the end users of the SCADA and security systems
• Prepares clear, concise, and complete technical documents, reports and correspondence
• May be required to work during emergency conditions
• Regular attendance is required
• Job performance must conform to all CWS policies and procedures
• Specific knowledge of CWS Environmental Management System Policy and Procedures

Physical Requirements, Activities, and Working Conditions

• Ability to issue, receive and understand complex oral and written instructions
• Ability to effectively communicate with supervisor(s), co-workers, engineers and the general public for the purpose of exchanging information
• Ability to distinguish colors in the visible light color spectrum with the naked eye or corrective lenses
• Ability to work at heights above 100 feet
• Ability to ascend and descend ladders, stairs and ramps to make inspections
• Ability to walk on top of or below vertical or horizontal piping and valves in confined spaces
• Ability to traverse in adverse field conditions to include treatment plant sites, construction work sites, unpaved streets, uneven ground, cluttered work areas, wet conditions, etc.
• Ability to observe repairs and field work in progress
• Occasionally must lift up to 50 pounds
• Daily maneuvering in awkward positions, twisting, bending, and standing required
• Frequent deskwork with extended sitting required.
• Occasional exposure to loud machinery
• Subject to varied weather conditions with work occurring both indoors and outdoors
• Ability to operate a personal computer.
• Ability to operate and maintain motor vehicles
• Must be able to wear Personal Protective Equipment (PPE) as defined by the Job Safety Analysis (JSA) to perform the required functions

Education and/or Experience

• Bachelor’s Degree in Electronics or related discipline and one (1) years’ experience in an instrumentation/SCADA system field; Associate degree in electronics or related discipline and five (5) years’ experience in an instrumentation, SCADA or security system field; OR eight (8) years’ experience in an instrumentation, SCADA or security system field
• Experience with Windows Server operating systems and Windows Client operating systems
• Fluency in installing, programming, troubleshooting and maintaining PLC Systems
• Fluency in installing, programming, troubleshooting and maintaining HMI Systems
• Fluency in installing, programming, troubleshooting and maintaining fiber optic network equipment
• Fluency in installing, programming, troubleshooting and maintaining radio communications equipment
• Experience with Access and Control Security and IP video monitoring systems preferred
• A very good working knowledge of communication protocols, mainly consisting of TCP/IP
• Extensive knowledge of MS Office suite including Word, Excel, and PowerPoint
• Ability to make independent decisions and develop solutions to complex operational problems encountered in the SCADA/HMI System
• Excellent communications skills. Must establish and maintain good relationships with co-workers and other divisions of Charleston Water System using good oral, listening and written skills
• Prior work record indicating dependability and conscientiousness
