Northrop Grumman Defense Systems sector (NGDS) is seeking an SCA Accounting Clerk 3 to join our growing team of diverse professionals supporting the Army National Guard (ARNG) Mission Command Training Support Program (MCTSP). This position may be based out of any of our program sites:

Camp Atterbury, Indiana
Gowen Field, Idaho
Fort Indiantown Gap, Pennsylvania
Fort Leavenworth, Kansas

Responsibilities:

  1. Performs a combination of administrative, operational, and functional tasks for 6 Mission Training Complex (MTC) sites plus the headquarters location in McLean, Virginia.
  2. Creates, processes, and reconciles over and above work order request (OAWR) cost authorizations for labor surge labor, travel, and other direct charges (ODC).
  3. Works independently with minimum supervision and develops solutions for problems of moderate scope and complexity.
  4. Liaises between the program manager, site leaders, operations managers, and multiple stakeholders regarding cost control.
  5. Prepares and maintains historical cost data.
  6. Inputs OAWR final data including travel estimates and adjustments, and coordinates with the Contracting Officer’s Representative (COR) for signature and final approval.
  7. Prepares paperwork and input into the iBuy shopping cart system for all sub-contractor task orders, task order modifications, and OAWR funding.
  8. Processes all changes/corrections required when needed.
  9. Manages funding spreadsheets to monitor the OAWR funding/invoicing to make sure no over-spending of authorized funding.
  10. Creates and maintains spreadsheets to track and input Subcontractor invoice information.
  11. Verifies correct funding information and ensures invoices are correct and processed in a timely manner.
  12. Maintains monthly hours reports for all subcontractor employees to monitor compliance and use of authorized contract hours.
  13. Prepares budgeting, project scheduling, and statistical reports.
  14. Serves as a proxy for the Cross-Application Time Sheet (CATS) timekeeping system to assist employees with timesheet changes and corrections.
  15. Advises subcontractors when an employee is near authorized hours allocation.
  16. Synchronizes the funding allocation process for internal and external participants such as customer leadership, the COR, program control, global supply chain, travel and purchasing.
  17. Processes Northrop Grumman employee requests for business cards for the various program MTCs.
  18. Processes the Spectrum wireless service bill and FedEx charges that have been authorized in order to ensure all bills are paid on time and no late charges are acquired.

This is a Service Contract Act (SCA) position with applicable SCA rate and health and welfare benefits.

Basic Requirements:

  1. One of the following:
  2. High school diploma or GED with a minimum of 7 years of accounting and/or business administration experience.
  3. Bachelor’s degree with a minimum of 3 years of accounting and/or business administration experience.
  4. Master’s degree with a minimum of 1 year of accounting and/or business administration experience.
  5. Must possess a U.S. Department of Defense (DoD) Secret security clearance.
  6. Must have proficiency in Microsoft Office Suite (Word, Excel, and Outlook minimum).
  7. Familiarity with iBuy Shopping Cart system or similar procurement system.
  8. Must be able to work on-site at one of the following program sites:

    Gowen Field, Idaho
    Fort Indiantown Gap, Pennsylvania
    Fort Leavenworth, Kansas

Preferred Requirements:

  1. Trained in Systems, Application, and Procedures (SAP).
  2. Ability to simultaneously balance multiple priorities to complete them by due date(s).

Salary Range: $22 - $23

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
