Department Summary

The Mississippi Small Business Development Center Network (MSBDCN) is a dynamic, statewide economic development organization with 15 centers strategically located across the Magnolia State. MSBDCN supports aspiring entrepreneurs and small businesses through one-on-one counseling, training, and technical assistance. We manage a range of impactful programs, including SSBCI Technical Assistance, the RISE Center at Ole Miss, Digital Marketing Bootcamps, and ConnectMS.

Role Summary

Manages the development and implementation of an academic program or set of funded activities. Programs are usually focused to a single purpose, may be scientific, research, educational, or service oriented, and may exist as a subset of an integrated funded program activity. Oversees fiscal and grant planning, program implementation and administration, marketing, and communication.

This position develops and executes marketing plans and promotions for initiatives, projects, and activities. The incumbent develops and implements marketing strategies; performs market research to enhance effectiveness of programs and activities; advises department about communication tools, messages, and approaches to marketing initiatives; and manages the production and distribution of marketing materials.

Examples of Work Performed
  • Leads the implementation of the RISE Center to ensure terms of funding grant are achieved.
  • Supervises staff assigned to the RISE Center to achieve goals and objectives.
  • Provides input and direction for outreach, branding and communication efforts with stakeholders, resource partners and small businesses that would benefit from the services offered through the Center for Growth.
  • Leads project management for program implementation of the RISE Center.
  • Serves as part of the leadership team for the SBDC network.
  • Provides individual instruction and educational support to entrepreneurs and business owners.
  • Analyze situations, make recommendations, and educate clients with regard to business plans, market feasibility, financial viability, operations management, and legal structures, as well as other MSBDCN topics.
  • Maintains an appropriate level and mix of clients as noted by annual goals and strategic plan objectives.
  • Develops and delivers high-quality business training programs that are responsive to the needs of the business community served, provide value to the host institution, and yield impactful results.
  • Develops and deploys action plans and marketing plans that align with the organizational strategic plan for the center, tailor to meeting the specific small business needs within the assigned geography, and capitalize on the skills of center personnel.
  • Disseminates pertinent information to the business community and host via various media outlets to promote services and highlight work of the center.
  • Determines workshop topics, agendas, instructors, instructional materials, location, time, and other resources required.
  • Generates curricula for business programs, seminars, conferences, etc. for local business interests.
  • Maintains a broad base of business knowledge.
  • Develops specific and relevant areas of expertise for business development that contribute the overall program and align with the network strategic plan.
  • Directs clients to external sources of business information and assistance, as needed.

  • Serves as an advocate of business development, expansion, retention and referrals in the service area as a visible leader in the local business community and with local stakeholders.
  • Ensures that organizational goals and objectives for the center are accomplished in a timely and thorough manner.
  • Prepares and executes individual work plans, including professional development initiatives, which align with network strategic objectives.
  • Applies knowledge through the development and delivery of new training programs, consulting tools, research projects, co-consulting, and/or other impact measures.
  • Supports organizational improvement efforts through active involvement with internal committees, special projects, center reviews and various assessments as directed by the state office.
  • Develops and executes plans to meet special project goals.
  • Participates in the development and execution of sponsorship acquisition strategies in support of area office and state goals.
  • Documents activities via electronic information system in a timely, accurate, and comprehensive manner.
  • Maintains client and continuing education files as per SBA and MSBDCN guidelines.
  • Prepares Semi-Annual and Annual Reports for submission to the Lead Center.
  • Ensures that high impact success stories are available upon request and submits SBA award nomination packages for clients who meet the criteria.
  • Serves as a guide and mentor to business counselors and support staff.
  • Leads and supports professional development activities for the assigned local office staff and statewide staff, as requested.
  • Represents the SBDC State Office, when required.
  • Assists in the continued development, implementation, and updating of the organization's strategic plan.
  • Performs similar or related duties as assigned or required.
Essential Functions

These essential functions include, but are not limited to, the following. Additional essential functions may be identified and included by the hiring department.

1. Develops and oversees program plans, budgets, and timelines, ensuring that programs are developed and implemented on time and within budget.
2. Collaborates with faculty and other stakeholders to develop and refine academic program content.
3. Manages program-related data and records, including student records, accreditation reports, and program evaluations, leveraging data to drive continuous improvement in program quality and effectiveness.
4. Leads program marketing and recruitment efforts, working with marketing and communications staff to develop and implement marketing campaigns and recruitment strategies.
5. Serves as a liaison between the program and other departments and stakeholders within the University to ensure effective coordination and alignment of program goals and objectives with broader institutional priorities and strategic plans.
6. Supervises program staff, such as program coordinators, advisors, and administrative support staff.
