Description: When a Guardian or Airman steps forward, our response must be flawless, trauma-informed, and immediate—and the lessons we learn from those responses must drive how we prevent future harm. We are seeking a SAPR Program Evaluation Specialist to serve as the critical evaluator of both our post-incident support networks and our proactive safety initiatives across our Space Force Bases. In this role, you will actively audit and strengthen victim care systems, crisis response protocols, and medical/legal pipelines, while simultaneously evaluating prevention and training programs to stop incidents before they occur. Ideal Candidate:
- Expert/mastery level professional knowledge of social and behavioral sciences and/or public health practices, principles, and theories to develop and implement comprehensive FLDCOM programs.
- Mastery level knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices carried out at the installation level and in local communities. Works at FLDCOM level, serving as the prevention SME, to provide mastery-level advisory services to installation prevention personnel, installation and FLDCOM leadership.
- Mastery knowledge to develop assessments procedures, techniques, and conducts extensive evaluation and analyses for measuring DAF’s performance relative to the overall implementation of the sexual assault programs.
- Mastery level knowledge of analytical and evaluative methods including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory programs are administered, to select and apply appropriate program evaluation and measurement techniques, measure compliance and accomplishments, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of the prevention program. These analyses will be used to make recommendations and request to the FLDCOM Command Team as well as make adaptations to programs that will better meet the needs of DAF personnel and families.
- Skilled delivery of trauma-informed practices to provide tailored and victim-centered support, ensuring tenants of professional victim advocacy services. Develop SAPR service networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals with extensive knowledge of victim assistance resources and referral options.
- Skilled in training and education techniques to implement and deliver effective sexual assault prevention and response training, as well as, related problematic or harmful behaviors that contribute to the likelihood of sexual harassment and sexual assault to facilitate meaningful discussions and achieve intended training outcomes.
- Ability to communicate effectively both orally and in writing for General Officers and DAF level executive correspondence.
- Skill in conducting reviews and analyzing and assessing program operations to include identifying deficiencies, measuring compliance, consistency, and effectiveness.
- A bachelor’s degree in behavioral or social science, or related disciplines appropriate to the position; or combination of education and experience of appropriate knowledge of one or more of the behavioral or social sciences equivalent to a major in the field and one-year specialized experience at the next lower grade level or equivalent.
- Seven years of experience in victim assistance or advocacy within military or civilian sector with two as a SARC is preferred.
Requirements:
- Must be a U.S Citizen.
- This position has been identified as a position of public trust IAW DOD policy. Minimum of Tier 3 Background investigation that must be IAW DoD and OPM requirements and augmented by a State Criminal History Record Check (SCHRC) or enrollment in Continuous Evaluation (CE) is required.
- All applicable personnel must have completed a Federal Bureau of Investigations fingerprint check and Defense Central Index of Investigations check (or equivalent military records, or State records check for National Guard Bureau).
- Pre-screening requirements must be met prior to ordering a minimum Tier 3 background investigation as defined in the federal investigative standards implementation plan. Personnel may proceed with obtaining D-SAACP certification once pre-screening requirements have been met and no adverse information or disqualifying conditions are found.
- Personnel may not have a disqualifying condition as listed in DoDI 6495.03; Incumbent must obtain and maintain an active D-SAACP certification in accordance with (IAW) Section 584 of Public Law 112-81 and DoDI 6495.03 as a condition of employment. Failure to maintain a condition of employment may result in disciplinary and/or adverse action up to removal from federal service.
- This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware.
- This position has been designated by the DAF as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the DAF, national security, and public safety.
- Employee may be required to work other than normal duty hours, to include evenings, weekends, holidays, and/or an on-call status; The on-call or rotational status requires that SAPR personnel work hours could vary, to include a requirement to be available 24/7, to respond to calls received via the helpline, from military or civilian law enforcement or from the military treatment facility or local hospital.
- The work requires the employee to drive a POV/GOV. An appropriate, valid driver’s license is required for this position.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Seven years of experience in victim assistance or advocacy within military or civilian sector with two as a SARC or SAPR VA is preferred.
- Subject to Temporary Duty Assignment (TDY): 15 days a year.
- PCS funding is authorized.
