Sanitary Infrastructure Division Chief

Overview

The Department of Transportation and Environmental Services is seeking an experienced and forward-thinking Sanitary Infrastructure DivisionManager to lead the planning, management, and continuous improvement of the City’s sanitary sewer system and related programs. This is a highly visible leadership role with the opportunity to shape long-term infrastructure investments, guide a talented team of engineers, and help address some of the City’s most complex infrastructure and flooding challenges.

The Division Manager will provide strategic and technical leadership for the City’s sanitary sewer programs, including capital planning, system capacity, rehabilitation and replacement, regulatory compliance, development review, sewer modeling, and wet-weather response. The position will oversee the development and management of the Sanitary Sewer Capital Improvement Program and operating budget, ensuring that projects are thoughtfully planned, appropriately funded, and positioned for successful design and construction.

A key part of the role is leading people and bringing diverse partners together. The manager will provide direction and technical guidance to civil engineers and work closely with Project Implementation staff, consultants, contractors, City departments, regional wastewater partners, regulatory agencies, residents, businesses, and City leadership. The position will represent the City on complex sanitary infrastructure issues, explain technical information to a variety of audiences, and build consensus around solutions.

The manager will also play an important role in preparing the sanitary sewer system for the future. This includes advancing the City’s Sanitary Sewer Master Plan, identifying opportunities for rehabilitation and system improvements, addressing sewer backups associated with extreme wet weather and flooding, ensuring adequate capacity as the City develops, and overseeing programs such as CMOM, FOG, and the backflow preventer assistance program.

This position is ideal for a collaborative, strategic engineer and leader who is comfortable moving between long-range planning and day-to-day problem solving. The Opportunity

• Provides leadership in managing sanitary sewer programs and initiatives to department and other City staff.
• Conducts regular reviews with civil engineers in the division;
• Provides direction, technical expertise and guidance to team of civil engineers on the planning level engineering of capital projects, along with other sanitary-related initiatives.
• Provides monitoring of projects and programs to ensure conformance with scope, schedule and budget to best meet division objectives;
• Develops and manages Sanitary Sewer Capital Improvement Program (CIP) and operating budget for the Sanitary Infrastructure Division.
• Provides stewardship of CIP funds through appropriate budget development and ensures projects are properly planned, defined, and funded for successful transfer of projects to Project Implementation branch of T&ES for design and construction;
• Manages sanitary sewer programs outside the CIP including Capacity Operations Maintenance and Management (CMOM), backflow preventer assistance program, and development review to ensure adequate capacity within the sanitary sewer collection system;
• Works collaboratively with the Project Implementation staff to plan and develop scope, deliverables, required resources, work plan, budget, and timing for new projects;
• Oversees contract administration for the Division, including Engineer of Record contract(s). Ensures that contract and solicitation language supports program objectives;
• Works with stakeholders, engages the community, and presents information regarding sanitary related programs and initiatives to residents, outside agencies, senior staff, and City officials. Serves as the City’s representative at meetings with stakeholders including City departments, consultants, contractors, other government entities, citizens and business groups to build consensus.
• Responsible for sanitary sewer related education and outreach initiatives;
• Ensures the completion of the development and implementation of a comprehensive program to address sanitary sewer back-ups that occur because of extreme wet weather events and associated flooding;
• Coordinates work as part of the City’s Sanitary Sewer Master Plan, including sanitary sewer rehabilitation projects, sewer replacement and upsizing projects, sanitary sewer collection system modeling, fats, oils and grease (FOG) program, combined sewer separation projects related to flooding;
• Coordinates review of development plans to ensure adequate sanitary sewer capacity, conformance with combined sewer requirements, and other City plans and policies;
• Coordinates timely updates to the sanitary sewer geographical information systems (GIS);
• Coordinates with local wastewater partners on a regular basis and regulatory entities as required;
• Responsible for ensuring regulatory compliance and reporting to the Virginia Department of Environmental Quality (VDEQ);
• Develops program assessment protocols for evaluation and improvement. Produces program reports for management and stakeholders;
• Approaches work with a critical eye, challenging accepted practices, seeking new approaches and continuous improvement.
• Supports the Director in the development and continuous improvement of departmental procedures and processes;
• Other duties as required.

To qualify for this position, a candidate must possess bachelor's degree in Civil Engineering, eight (8) years of progressively responsible engineering experience including civil engineering project management, infrastructure design and construction in the public sector, including three (3) years of supervisory experience, and licensure as a Professional Engineer in the Commonwealth of Virginia; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

The applicant will possess at least ten (10) years of engineering experience related to sanitary sewer collection systems and at least five (5) years of progressively responsible organizational supervisory and leadership experience in project management and driver's license issued by the state of your residence.
