Job summary

The Washington State Liquor and Cannabis Board (WSLCB) Information Technology Services Department in Olympia, WA, invites applications for a Salesforce (IT Application Development - Journey) position. This journey-level role designs, develops and maintains enterprise applications, focusing on integration and data development across WSLCB systems.

Telework is eligible; the role is hybrid, with in-office requirements up to 2 days per week.

Your opportunity at a glance

The Washington State Liquor and Cannabis Board's (WSLCB) Information Technology Services Department (ITSD) is announcing an exciting opportunity for a Salesforce (IT Application Development - Journey) position in Olympia, WA. This position is located within the Salesforce Team which serves to define business technical needs, design, develop and maintain software solutions for WSLCB that are innovative, secure and meet IT industry standards. The Salesforce team consists of the WSLCB’s salesforce developers, system administrators, and business analysts. This journey application/Salesforce developer reports to salesforce team supervisor and, under general direction.

This is journey-level technical application, integration, and data development position that is responsible for design, development, enhancement, and maintenance of multiple enterprise applications including all inter-system and inter-agency interactions. The position is responsible with creating and ensuring the requirements and documentation standards within the WSLCB are adhered to. This position provides expert level technical services by designing, testing, implementing and maintaining multi-dimensional information systems used to issue licenses to produce, distribute and sell beer, wine, spirits, vapor products, cannabis and tobacco in the State of Washington; and tools to support the compliance services including education, audits, investigations, and public records. These systems provide, manage, monitor and assess data required to make informed decisions at enterprise, division and business unit level for large and highly complex development efforts consisting of multiple applications consisting of various coding languages and integrations. This position works with highly visible systems that have agency-wide (all divisions), statewide, and multi-agency impact; providing integration of WSCLB custom, Software-as-a-Service (SaaS), and WSLCB Commercial Off the Shelf (COTS) solutions and custom configured and coded solutions on Platform-as-a-Service (PaaS) for internal and cross-enterprise systems.

Duties
  • Develop detailed, comprehensive and well-structured application architected designs to assure quality, efficient and secure complex software systems and databases for staff, other agencies, and the public to consume daily, weekly, monthly and yearly work.
  • Develop complex, user intuitive, ADA compliance, and secure web user-interfaces which includes secure architecture design, coding, unit tests, function tests, system tests, and implementation.
  • Write code to enhance, improve logging, reporting and security of COTS, PaaS, and SaaS solutions.
  • Use industry best practices to optimize custom and COTS/SaaS solutions and report data query performance
  • Optimize data models for PowerBI and write custom ETL solutions to extract transform data and load into WSLCB Salesforce system, and various interfaces for internal and external agency use.
  • Verify and validate successful code migration and implementation including code review of Commercial off the Shelf (COTS) systems.
  • Coordinate with COTS, PaaS, and SaaS vendors, application administrators and technical staff on defining technical integration, logging, reporting and security requirements, implementing, upgrades, enhancements and security patches.
  • Provide system analysis, consult, and support system failures of small to complex information systems independently.
  • Architect application components, APIs and web services for re-usable code
  • Develop, review and approve code modification of fellow developers before migration into user acceptance testing and into production.
  • Plan, design, document, review and write code to create, enhance or fix application components.
  • Using Cloud ETL services to build integration with Custom-Off the Shelf (COTS), Software-as-a-Service (SaaS) software, and Platform-as-a-Service(PaaS) services
  • Maintain System documentation and Security & Coding Standards:
    • Write and update technical specifications
    • Write and update release notes and support plans.
    • Update and develop project plans.
    • Develop implementation plans.
    • Develop system diagrams.
    • Review logs for production problems/incident tracking.
    • Develop job documentation.
    • Create batch schedules.
    • Develop contingency plans, risk/assessment.
    • Create issue papers.
    • Create quality assurance reports and findings.
  • Stay current with new/emerging technologies and/or systems.

Required Qualifications

Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.

You need at least 3 or more years of working level knowledge and experience in the following:

  • In software development languages and MVC frameworks.
  • In HTML5, CSS, JavaScript.
  • Demonstrable knowledge of platform authentication patterns (SAML, SSO, OAuth).
  • Demonstrable extensive knowledge of platform security capabilities (eg. TLS, SSL).
  • In scripting languages and data management. (eg. SOQL, SOSL, T-SQL, Azure cloud services, data management, database architecture, ETLs, data profiling, data modeling and data conversions, especially in conversion to the Salesforce platform.)
  • In data reporting tools At least 1 year using Microsoft or Salesforce reporting tools.
  • Knowledge of data integration tools and experience integrating solutions with different business systems.
  • In building and maintaining multiple application complex web based application techniques including version control, automated testing and continuous integration.
  • In comparing benefits and limitations of open source software vendor developed software.
  • Maintaining RESTful web services (eg. Apex, SQL, SOQL, and Python or other Azure compatible language to build WebAPI).
  • In taking business requirements to analyze and design, develop, test, normalize, install and implement agency datasets. (eg. writing T-SQL for create schemas, stored procedures, views, Azure Synapse and/or Data Factory driven ETLs (extract data from one source (database, API, File, etc.), transform the data per business rules and load into a different source (database, API, File).
  • In developing and implementing data mining and use of data definition language.
  • In evaluating software quality and applicability in testing software capabilities.
  • In using evaluation software for validating software APIs, performance, and ADA compatibility.
  • Demonstrable knowledge of developing system estimates for new software solutions, full or partial software solution replacements, and upgrading software solutions.
  • Demonstrable knowledge of COTS/SaaS/PaaS software and ability to provide integration and security requirements for RFIs and RFPs.
  • In working in an environment where IT security best practices, policies, and procedures are required and audited, with having responsibility for enforcing and administering the policies and procedures.
  • Demonstrable knowledge of SDLC (Software Development Life Cycle), and Agile development methodology.
  • Demonstrable knowledge of skills in unit testing, requirements testing, user testing, load testing, functional, performance/load testing, and regression testing.

OR

At least 1 year as an entry-level Salesforce developer or equivalent.

Preferred/Desired Qualifications
  • Bachelor’s degree from an accredited college or university with major coursework in data science, information technology, web development, computer science, or related field.
  • 3 or more years experience in, and demonstrable knowledge of directly working with the Salesforce product suite, including Sales, Service, and Experience Clouds as a Salesforce developer and administrator.
  • 3 or more years experience in, and demonstrable knowledge and experience in all current Salesforce development languages including Apex, VisualForce, Lightning, SOQL/SOSL, and Omniscript.
  • Knowledge of Cloud Architecture and recent experience developing using PaaS, SaaS, IaaS with focus on scalability, security and integration challenges.
  • Current Salesforce Developer Certification.
  • Recent experience in building Salesforce Lightning applications.
  • Experience with VSCode, Git and Salesforce (SFDX) deployment life cycle.
