Job summary

Pueblo County Government is seeking a Training and Safety Supervisor to lead employee training for Road and Bridge staff. The role develops safety policies, conducts incidents investigations, and creates training curricula for all crews.

You will oversee classroom and on-the-job training, ensuring compliance and performance improvements. Key duties include designing agency-specific programs, evaluating learning outcomes, and maintaining training records.

Qualifications

• High School Diploma or GED required.
• Technical or vocational training in relevant fields preferred (Automotive/Industrial/Engineering).
• Minimum 9+ years of heavy equipment operating experience in road maintenance/construction.
• Minimum 2+ years supervisory or training experience.

Responsibilities

• Develops and implements safety policies and procedures, conducts audits and inspections, mitigates hazards, trains employees on safe practices, investigates incidents, maintains safety records, ensures compliance with regulations.
• Designs and monitors agency-specific training programs, creates curriculums, evaluates participation and improvement, and maintains employee records.
• Provides technical training for various roles (Highway Maintenance, Equipment Operators); sets program objectives and measures progress.
• Assesses learning needs with tools and reports on training effectiveness; maintains training files and tracks certifications.
• Evaluates progress with exams and practicals; arranges remedial training as needed; monitors expirations and refreshers.
• Audits training programs and updates materials; travels to training sites and meetings; operates heavy equipment for instructional purposes.
• Engages with state/local agencies to share best practices and improve training techniques.
• Performs additional duties as needed for job performance.

Performs full performance-level training and safety work by conducting classroom and on-the-job training for employees on the methods, techniques, and procedures associated with their work assignments. Develops training curriculum and materials and evaluates the effectiveness of the training program.

What You Will Do

• Develops and implements safety policies and procedures. Conducts regular safety audits and inspections. Identifies potential hazards and devise strategies to mitigate them. Trains employees on safe work practices and procedures. Investigates accidents and incidents to determine root causes and implement corrective actions. Maintains accurate records of safety-related activities. Ensures compliance with federal, state, and local safety regulations.
• Designs, develops, presents, and monitors agency-specific training programs including classroom and on-the-job training; determines appropriate learning goals and objectives and methodology to be used; develops course curriculums and reviews course content with managers and subject matter experts; evaluates employee participation, responsiveness, and improvement related to trainings and such evaluations become part of employee records. Acts as designated trainer for programs including but not limited to; Flagger Certifications, Mine Safety and Health Administration Certifications (MSHA), and Cardiopulmonary Resuscitation (CPR) and First Aid.
• Conducts employee training for all new and ongoing employees including, but not limited to, Highway Maintenance Workers, Equipment Operators, and Heavy Equipment Operators; provides technical expertise to staff and establishes section and staff work programs and objectives; periodically meets with training participants to measure employee training needs and progress.
• Develops appropriate assessment tools to collect the necessary information for assessing learning needs and determining the most suitable instructional design and content. Prepares reports regarding the effectiveness of training and prepares and maintains records on student progress; tracks, updates, and maintains employee training files; recommends discipline in cases of severe training deficiencies.
• Evaluates student progress using written examinations and/or practical examinations and adjusts teaching approaches to accommodate students’ needs; determines and conducts remedial or corrective training as required or necessary; monitors certification expirations and orders refreshers and re-certifications; directs individual employees to remedial or specialized training where their effort or success at training has been deficient.
• Performs audits of department training programs and consults with staff members and managers to determine if training programs are meeting expectations; updates and maintains training materials and methods to keep current with the newest techniques and evaluates and modifies training programs as needed; independently drives to training activities, work sites, and meetings; independently drives heavy construction equipment for instructional purposes.
• Meets with various state and local agencies to exchange information pertaining to best practices in training and technology and implements improved training techniques.
• Performs other duties as appropriate or necessary for performance of the job.

Education

WHAT YOU HAVE

• High School Diploma or GED Equivalency required.
• Technical or Vocational School f rom an accredited college or university in Automotive Technology, Industrial Technology Maintenance, Welding, Construction, Engineering, or Project Management preferred

Experience

• Minimum of nine (9) years or more Heavy Equipment Operating experience in the road maintenance/road construction industry required.
• Minimum of two (2) years or more Supervisory or Training experience required.

Licenses & Certifications

• Valid Class A Commercial DL with tanker and air brake endorsements required upon hire
• Mine Safety and Health Administration (MSHA) Certificate and Trainer Certificate required within 30-days of hire
• Certified Flagger Certification required within 30-days of hire
• CPR/First Aid/AED Certificate and Trainer Certificate required within 30-days of hire
